... state objectives and policy (including t~nose relating to man.:~g~.T~ent <br />principles, alternatives and modifications) concerning water quality <br />and to protect the natural characteristics of the Grass Lake water- <br />shed; <br />d. set forth a management plan that includes a statement of the <br />hydrologic and water quality conditions to be sought and that shall <br />further itemize significant op~~ortunities for imF~roving such condi- <br />lions; <br />e. describe conflicts between the surface water management plan of the <br />Grass Lake Watcr:~hed and existing water managc~n~~nt plans of the <br />Cities of Shoreview and Roseville; <br />f. set forth an implementation program consistent with the managa~!ent <br />plan that includes a capital improvement program and standards and <br />schedules for amending the Ca-nprehensive Plans and official controls <br />of the Cities of Roseville and Shoreview in order to bring about <br />conformance with the water surface management plan for the Grass Lake <br />Watershed; <br />g. set out a procedure for amending the water surface management plan. <br />Subdivision 3. Operating Budgets. <br />a. Interim Budget. After appointment and prior to its submission of <br />its first proposed annual budget, the Board shall submit a proposed <br />interim budget to the cities for review and approval. The interim <br />budget shall include proposed operating costs through December 31, <br />1984. <br />b. Annual OEx,rating I3udyet. On or before Junc 1 of wLh ycsr the Board <br />shall prepare a proposed operating budget and recommend its approval <br />to the Cities.
