GLWMO to provide ArcView files; minimal editing to be done by Barr. 5.4.2 Establish goals, policies, and implementation initiatives pertaining to parks and recreation, and for protection of vegetative, fish, and wildlife resources. 5.5 Pollution Issues 5.5.1 Inventory and map potential pollution and waste disposal issues, with emphasis on pollution of stormwater runoff. Obtain information from MPCA regarding industries required to prepare stormwater pollution prevention plans, and include this and other information in plan, based on city review for applicability. 5.5.2 Establish goals and policies pertaining to the protection of key water resources. 5.5.3 Identify implementation initiatives (i.e. "contingency" basins adjacent to highways in sensitive areas). 5.6 Public ditches. There are no public ditches in the WMO, so this topic is not applicable. Task 6.0--Implementation strategies. This task will develop cost estimates and financing strategies for implementing the activities and initiatives identified in the above work tasks. 6.1 Develop implementation program which establishes the schedule, estimated cost, and financing method for identified activities and initiatives. 6.2 Develop Plan amendment process. 6.3 Assist with development of revised Joint Powers Agreement if necessary to permit implementation plans. Task 7.0--Prepare draft plan. The review process tends to be longer and more tedious than one might expect from the regulations. It will involve extensive communications to all respondents describing how comments were incorporated into the revisions, and much internal redrafting. 7.1 Write and Distribute Preliminarv Review Draft. Assumes preparation and distribution of 30 copies of review draft. 7.2 Administer a~ency review process (cities, county, state, regional). 7.3 Public hearing. Assumes Barr prepares presentation materials and presents at hearing. 7.4 Prepare Final Review Draft. Assumes preparation and distribution of 20 copies of final review draft. 7.5 Administer a~ency review process (state, regional). 7.6 Prepare Final Draft for BWSR approval. Assumes preparation and distribution of 10 copies of final draft.-
