Assumes Barr prepares presentation materials <br />and presents at hearing. <br />Task 8.0--Prepare final Plan. Following BWSR approval, final editing and publishing of the <br />WMP will be required. <br />8.1 Prepare Final Plan. <br />8.2 Assist with publication of Final Plan. Assumes publication and distribution of 50 copies of <br />final plan. <br />Task 9.0--Boarcl Meeting's. This task includes attending GLWMO Board meetings during the <br />planning process (assumed to be one meeting a month for 18 months) and administering the <br />contract. <br />Supplemental Task--Evaluation and Accountability. The Managers also wish to establish a <br />method for on-going performance review for the WMO and for the member communities. This <br />effort will certainly be included as an implementation initiative if not completed as part of the <br />planning process. The supplemental task described here is intended to facilitate development of <br />the accountability system, should the managers elect to include the work in the plan preparation <br />process: <br />a. Develop an outcome-based evaluation concert for discussion and debate by the Managers. <br />The evaluation concept will have two tracks: trend analysis and performance analysis. The <br />trend analysis will demonstrate water quality and other significant trends at selected lakes <br />and ponds. The performance analysis will evaluate the implementation of written <br />maintenance plans and capital improvement plans. <br />b. Facilitate discussion of the conceptual accountability and review system. Assist in committing <br />to written form. <br />c. Design data collection and ret~ortins systems to evaluate achievement of goals. This will <br />include sample reporting formats for cities to use in reports to the WMO, and for the WMO to <br />use as part of its annual report. Data collection plans will be included in the implementation <br />plan as required to support the evaluation process. <br />Cost Estimate <br />A summary of estimated staff hours and costs is presented in Table 1.
