~~
,.~
GRASS LAKE WATER MANAGEMENT ORGANIZATION
AGENDA ITEM
Date: 10/7/99
Prepared by: Karl Keel
Item: A-2
Organizational Items
Item Description: Board Membership Discussion
At the September 16, 1999 meeting, the Board requested a review of Board membership and possible
changes to eliminate the practice of alternating the fifth Board seat between Roseville and Shoreview.
Attached is a copy of the joint powers agreement between the cities of Roseville and Shoreview that
formed the organization in 1983. Section III on page 4 outlines the makeup of the Board.
In past discussions the Board has expressed concern about the potential lack of Board continuity as the 2nd
generation plan is developed and implemented. If the Board consisted of an even number of members
evenly appointed from each city, there would not be a need to alternate a fifth member. Such a change
would require a modification to the joint powers agreement and would require the approval of both the
Roseville and Shoreview City Councils.
RECOMMENDED BOARD ACTION:
Board discussion regarding the merits and disadvantages of changing the Board's composition.
