~~~ WHEREAS, e~ City is desiro~~s of jointly c. ling a water management <br />organization that would adopt a watershed management plan for the Grass Lake <br />Watershed which plan would preserve and use natural water storage and reten- <br />tion systems, where possible, in order to: <br />a. reduce to the greatest practical extent the public capital expendi- <br />tures necessary to control excessive volumes and rates of runoff, <br />b. improve water quality, <br />c. prevent flooding and erosion from surface flows, <br />d. promote ground-water recharge, <br />e. protect and enhance fish and wildlife habitat and water recreational <br />facilities, and <br />f. secure the other benefits associated with the proper management of <br />- surface water within the Grass Lake Watershed. <br />NOW, THEREFORE, in consideration of the mutual undertakings herein expressed, <br />the City of: Roseville and the City of Shoreview a~3rcr. as follows: <br />-2- <br />
