To: Grass Lake WMO Board and Staff <br />From: Karen Chandler <br />Subject: Evaluation and Accountability <br />Date: January 20, 2000 <br />Project: 23/62 645 <br />Page: 2 <br />Performance Analysis <br />The WMO will work with the member cities to set goals and a schedule for completion of implementation <br />tasks. City tasks should be included as policies in the W1VI0 watershed plan; WMO tasks will be included <br />as both policies and implementation tasks. Examples of tasks include: <br />• Water quality monitoring <br />• Identification of stormwater direct dischazge points on a map <br />• Removal of direct dischazge points, as part of road reconstruction and other projects, through <br />addition of detention ponds, grit chambers, diversion to existing ponds, etc. <br />• Completion of planned maintenance tasks, such as street sweeping, pond inspections, catch basin <br />cleaning, and excavation of accumulated sediments. <br />• Identification of industrial areas relative to storm sewer system inlet points. <br />• Identification of in-place best management practices. <br />• Completion of wetland inventory and classification. <br />• Installation of infiltration practices. <br />• Erosion and sediment control inspections and enforcement. <br />Measurement of Progress <br />Every year, the WMO and the cities will meet to discuss progress on the goals set the previous year. The <br />cities should also make regular reports to the WMO Board regazding progress. The progress will be <br />reported in some fashion back to the cities and the citizens. The idea is that the progress reports (or `report <br />cards') themselves will be the incentive for the city and the WMO to complete tasks. Will other incentives <br />or actions be needed? For example, if a city could not complete a task because of lack of funds/no support <br />from their council, would it be appropriate/helpful for a WMO Board representative to go to the council to <br />get support for the WMO/task? <br />P:~23\62\645\plan\Eval & Account Memo.doc <br />
