New Developments/projects within Shoreview affecting the GLWMO: <br />a. Ramsey County Lake Owasso Residence <br />Ramsey County is currently planning for the renovation of their existing <br />housing/programming facility for developmentally disabled adults. The property is <br />located on Owasso Boulevard and includes approximately 400' of frontage along Lake <br />Owasso. Generally, Ramsey County's plan is to replace the current institutional type <br />facility with nine detached residential-style units, with outdoor common/recreational <br />areas incorporated into the layout. Overall, the number of residents living at the site, and <br />staff working at the facility, is expected to be nearly the same as what exists today. <br />At this time Ramsey County is asking the City of Shoreview for Concept Stage approval. <br />Details concerning drainage design, utility extensions, erosion control, aren't typically <br />addressed at this early stage; however, City staff have already met with Ramsey County's <br />project design team and expressed concern regarding the potential impacts to the Lake <br />during construction, the quality of storm water runoff from the site, etc. The County's <br />consultant will be working closely with city staff on the site design details over the next <br />few months, as the County moves through the approval process. <br />Ramsey County's schedule at this time anticipates a design and review process that could <br />lead to construction later in the Fall,. and continuing into 2001. <br />b. Grass Lake/Snail Lake Regional Park <br />Ramsey County Parks Department is currently seeking Shoreview approval for the <br />construction of an entrance road and 33-vehicle parking lot along the south side of <br />Gramsie Road, near the intersection with Mackubin Street. The proposed improvement is <br />consistent with the previously adopted/approved Snail Lake Regional Park Master Plan, <br />and has been the subject of prior informational meeting with area residents. As a result <br />of input from the area residents, City Advisory Committees and staff, the County's plan <br />reflects a reduction in the number of parking stalls, from 80 to 33. Drainage from the <br />paved areas is being directed to storm water treatment basins previously constructed as <br />part of Shoreview's Gramsie Road project. City staff and advisory committees have been <br />involved with the design/review process, and the project will likely receive formal City <br />approval this spring, <br />
