New Developments/projects within Roseville affecting the GLWMO: <br />a. West Owasso Boulevard Reconstruction <br />Roseville plans to reconstruct West Owasso Boulevard from Victoria Street to the <br />Roseville/Shoreview border in 2001. West Owasso Boulevard is one of many County <br />roads recently turned back to Roseville. A topographic survey has been completed. It is <br />anticipated that a preliminary design will be developed with input from adjoining <br />neighbors and the City of Shoreview this summer. This project is significant in that it <br />affords an opportunity to alter the existing storm drainage system -- much of which <br />discharges directly to Lake Owasso. The final design will likely include a new storm <br />pond and other water quality enhancements. <br />b. Dale Street/Roselawn Avenue Trail <br />Plans are complete and bids will be opened for this project in early April. The project <br />consists of a new trail along Dale Street from Larpenteur Avenue to County Road C and <br />along Roselawn Avenue from Lexington Avenue to McCarron's Lake. The portion of <br />this project north of TH 36 is within the GLWMO boundary. Also included with this <br />project is the regrading and irrigation of the Dale Street soccer fields in Central Park. <br />While no new drainage facilities are proposed as part of this project, the plans and <br />specification include provisions for erosion control and turf establishment during <br />construction. <br />Senior Apartment Complex - Woodhill Avenue and Lexington Avenue <br />A new approximately 80 unit senior apartment complex has been proposed across <br />Lexington Avenue from the Roseville City Hall. While plans for this development are <br />very preliminary, they do include provisions for on-site ponding. Such ponding will be <br />required to meet NURP standards and Met Council's Best Management Practices. <br />d. Roseville Park Structures -Central Park and Acorn Park <br />Construction has begun on three new park structures in Roseville -- Central Park <br />Pavilion, Acorn Park and Evergreen Park. The work in Central Park and Acorn Park are <br />within the GLWMO boundary. This project involves the replacement of the JC Shelter in <br />Central Park and a new Warming/Park Pavilion in Acorn Park (south of County Road C <br />and west of Rice Street). <br />
