REPORTS <br />C-1 Water Management Planning -Barr Engineering Progress Report <br />Dennis Palmer distributed a new draft Table 5.3 and Section 6 of the plan. The board <br />discussed the plan review process and timeframe including informal review by agencies, <br />review draft to agencies and final draft to agencies. The board discussed the process for <br />gaining public input. It was decided to hold 2 public informational meetings, one in <br />Shoreview and one in Roseville. Staff and Barr will develop a more detailed public <br />meeting schedule -- anticipated for May 2000. <br />The board discussed the proposed GLWMO lake classification system as it relates to <br />sechi disk readings and its close relationship to the MPCA system. Barr suggested that <br />there be some benefit to re-align the proposed GLWMO system to match the sechi disk <br />reading cutoffs of the MPCA system. The board asked for a more scientific justification <br />of the proposed modification. <br />Gene Soderbeck and Dennis Palmer distributed a proposal by the MPCA to list <br />"impared" waters in Minnesota. This list, based on data available to the MPCA would <br />require the preparation of management plans to improve water quality to a swimable <br />level. The board discussed the practicality, impacts and potential benefits of the <br />proposed plan. <br />Landwehr moved to direct staff to draft a comment letter to the MPCA regarding the <br />proposed listing of impaired waters and to forward it to the Board for comment before <br />sending to the MPCA, Roessler seconded.
