summer average transparency was 4.0 meters. The GLWMO set the transparency action level at 2.90
meters.
1.5.4 Grass Lake
Grass Lake is a large, shallow wetland located just north of I-694 in Shoreview. The recreational
activities associated with Grass Lake are limited to the hiking and biking trails east of Grass Lake,
aesthetic viewing, and possible canoeing opportunities. The GLWMO's preliminary classification
for Grass Lake is Category III, based on its recreational use.
There is not a normal surface water outlet from Grass Lake. The lake is drained mainly through
subsurface seepage into the Phalen Channel bedrock valley which runs under a portion of the lake.
Ramsey County removed the two homes on Gramsie Road that were prone to flooding by Grass
Lake. The 100-year critical flood elevation of 883.7 does not threaten any other homes.
During periods of high water, water may flow through culverts that connect Grass Lake and West
Vadnais Lake. West Vadnais Lake is part of the chain of lakes that supply the drinking water for the
St. Paul Water Utility. Potential water quality concerns exist since Grass Lake water may be of
lesser quality than the water of West Vadnais Lake. The Level Control Plan (1990) called for
construction of a new outlet pipe under Rice Street so that the GLWMO could manage flows to West
Vadnais Lake through a gated control system. The new outlet was not constructed, yet the two lakes
do not flow freely to one another through the existing system. This plan calls for a survey of the
existing drainage system between Grass Lake and West Vadnais Lake to determine if there are any
control devices or plugged conditions in the system.
Water quality data for Grass Lake has not been collected; therefore, no trend analysis or water
quality modeling could be conducted. Survey level water quality monitoring will be implemented as
part of this plan.
1.5.5 Other Water Bodies
The following paragraphs summarize information about other (non-WMO managed) water bodies.
Bennett Lake
Bennett Lake is part of Roseville's Central Park and provides aesthetic enjoyment for the users of the
park, pavilion, picnic area, and softball fields. The water body is a designated children's fishing
pond and provides canoeing opportunities.
Grass Lake WMO Watershed Management Plan 04/25/00 Draft
\\NS2\WP\WP\23\62\645\plan\Grass Lake WMO plan.doc Page 1-9
