Bennett Lake experiences high water for extended periods of time, which, in turn, affects the water <br />level of Willow Pond. In 1998, the city of Roseville replaced the pumped outlet from Bennett Lake <br />with a gravity outlet. The new gravity outlet reduces operating costs to the city and does not increase <br />the 100-year flood level in the receiving water body. <br />The 1997 water quality data show Bennett Lake to be a eutrophic system. A transparency depth of <br />1.8 meters and a chlorophyll a concentration of 6.5 µg/L are consistent with a Category I water body. <br />However, the total phosphorus concentration of 86.4 µg/L is consistent with a Category III <br />classification. This high nutrient content is the reason for the eutrophic state of the system. <br />Lake Emily <br />Lake Emily is a 13-acre lake located just west of Lake Owasso in Shoreview. Lake Emily is used by <br />adjacent property owners for fishing, canoeing, and aesthetic enjoyment. <br />The 1998 transparency of 1.6 meters indicates a eutrophic system and a Category I water body. There <br />were no water level issues noted in either the 1987 GLWMO plan or the 1990 Level Control Plan. <br />Lake Judy <br />Lake Judy is a 16-acre lake located east of Lake Emily in Shoreview. The recreational opportunities <br />available to Lake Judy are fishing, canoeing, and aesthetic enjoyment. Water quality parameters <br />were measured on Lake Judy from 1980 to 1986. The measurements fall within the expected range <br />of a hypereutrophic system and a Category III water body <br />The 1987 GLWMO Plan noted that area residents wanted the lake level to be raised six inches to <br />allow for canoeing and possibly prevent winter fish kills. As a result of concerns regarding the <br />flooding of adjacent properties, the lake level was not raised. <br />Willow Pond <br />Willow Pond is a 12-acre body of water in the southwest portion of the GLWMO. The pond provides <br />aesthetic viewing and canoeing opportunities. Water quality data is not available for Willow Pond. <br />The Roseville Surface Water Management Plan (1990) lists the 100-year flood elevation of Willow <br />Pond at 907.5.
