Central Park Wetland <br />During major storm events, Lake Owasso will overflow into Central Park Wetland and the two <br />bodies will act as one. The critical 100-year event will result in a flood elevation of 888.8, according <br />to the Level Control Plan (1990). The 100-year flood elevation of the wetland is unaffected by the <br />new gravity outlet from Bennett Lake. No water quality data has been collected for Central Park <br />Wetland. <br />Charlie Pond <br />Charlie Pond is a two-acre stormwater pond located on the Roseville/Shoreview border. The pond's <br />outlet was modified to increase water quality treatment performance and, decrease the phosphorus <br />loading to Lake Owasso. <br />Westwood Village Pond <br />The Westwood Village Pond is a 7-acre pond in Roseville that provides canoeing and aesthetic <br />opportunities. Water quality data is not available for this pond. <br />1.6 Watershed-Wide Issues, Goals and Implementation <br />In an effort to reduce nonpoint source pollution to its water bodies, the GLWMO has set forth goals <br />and policies with respect to erosion control, runoff quantity and quality, wetland management, public <br />education, and self evaluation and accountability. These goals and policies are summarized below. <br />1.6.1 Erosion and Sediment Control <br />Soil erosion can be a significant cause of water quality degradation to GLWMO water resources. <br />Soil erosion results in increased runoff and sediment deposition in pipes and ponds. The goals of the <br />GLWMO are to prevent erosion and sedimentation to the greatest extent possible, and to implement <br />soil protection controls where necessary. <br />The GLWMO member cities are to address erosion and sediment control in their local water <br />management plans. The plans are to require erosion control plans for construction sites, address <br />problems, and adopt, administer, and enforce ordinances addressing erosion and sediment control. <br />1.6.2 Runoff Management <br />Stormwater runoff is problematic in that it picks up and carries polluting particles as it travels, <br />increases in quantity with increased impervious surface, and the conveyance systems require <br />Grass Lake WMO Watershed Management Plan 04/25/00 ®raft <br />\\NS2\WP\WP\23\62\645\plan\Grass Lake WMO plan.doc Page 1-11 <br />
