INTRODUCTION <br />Lake Owasso is a shallow urban lake that provides intense recreation. A number of recent changes in the <br />management of the lake have raised concerns among the lake's homeowners and others. To evaluate these concerns <br />and provide a positive forum to address them, Ramsey County retained Dick Osgood of Ecosystem Strategies to <br />work with the Executive Committee of the Lake Owasso Association and prepare a plan to guide the future <br />management of Lake Owasso. <br />At the initial meeting with the Executive Committee of the Lake Owasso Association, these concerns were raised: <br />^ The discontinuation of the County cost-share program for controlling nuisance aquatic plants <br />^ The discontinuation of a water level augmentation system <br />^ Distrust and suspicion of governmental involvement in the management of Lake Owasso <br />^ Increasing recreational uses and impacts <br />^ Inadequate watershed management <br />This plan is designed to address these and other concerns that may be raised by providing a positive and open forum <br />for identifying problems and concerns. Specifically, this plan was developed by: <br />^ Gathering and summarizing physical and biological information <br />^ Conducting and Evaluating a Lake Association survey <br />^ Summarizing the lake data and survey information in a Situation Analysis <br />^ Developing a management plan that includes objectives, strategies and recommended actions <br />^ Delivering the plan <br />The Lake Owasso Association Executive Committee provided input and direction at several critical steps during the <br />development of this plan. <br />
