MEMO <br />Date: Apri17, 2000 <br />From: Dick Osgood, Ecosystem Strategies <br />To: LOA, Executive Committee <br />Terry Noonan, Ramsey County <br />Re: Latest draft of Lake Owasso Situation analysis <br />As we discussed at our last meeting, additions, corrections and clarifications of the Lake Owasso Situation Analysis <br />were needed before the LOA Executive Committee would be comfortable with this as a starting point. Dick Fowler <br />and I agreed that I would make those changes and circulate the amended draft to the Executive Committee for your <br />attention. <br />That draft, dated Apri17, 2000, is attached for your review. <br />Please note: <br />T The page-size figure has not been included - it is unchanged. <br />T Appendix xx, the article dealing with the shallow lake bonus has not been included - it is unchanged <br />T I have drafted this version with the assumption that the LOA Executive Committee prefers option `a' (see last <br />page) based on my understanding of your input from our last meeting. If that is incorrect, that is OK with me, I <br />will make the next version conform to your preference. <br />T Some technical analysis has changed based on consultation with Terry Noonan. However, the results have not <br />substantially changed. <br />I will begin the next phase of my work -evaluating management recommendations -after the LOA Executive <br />Committee advises me as to your preferred path. <br />Thanks. <br />
