BWSR Meeting Minutes <br />May 24, 2000 <br />Page Two <br />Chair Roer called the meeting to order at 9:00 a.m. <br />Adopt Agenda -Ron Harnack stated that item #3 under New Business, Office of State <br />** Soil Specialist, will be deferred until July or August. Moved by Darrell Bruggman, <br />Oo-36 seconded by Jerome Deal to adopt the agenda as revised. Motion passed on a voice <br />vote. <br />Minutes of April 26, 2000 -Char Kahler reported that a change is needed on page <br />three, under Mark Dittrich's report, it should read, "MDA is looking at issues of pesticide <br />use in K-12 schools." On the top of page four, it should read, "feedlot meetings with <br />dairy groups". Also on page four, the second paragraph under Committee <br />Recommendations, regarding the Minnehaha Creek Watershed District boundary <br />** change should read, "Camp Coldwater and Coldwater Spring" issue. Moved by Lee <br />00-3~ Coe, seconded by Jim Dahlvang, to approve the minutes of April 26, 2000 as revised. <br />Motion passed on a voice vote. <br />Reports <br />Chair's Report -Kathleen Roer reported that she attended the EQB meeting.. EQB <br />presented a certificate of commendation to BWSR for the Water Management <br />Unification Initiative. The EQB discussed power plant issues; wind turbos; the general <br />bird study has been eliminated, but research will be done on bats. Chair Roer attended <br />the State Envirothon yesterday; she thanked SWCDs, DNR, and NRCS for their <br />involvement in the State Envirothon. Susan Tsakakis will present more information on <br />the Envirothon later in the agenda. <br />Executive Director's Report -Ron Harnack thanked agencies for their assistance at the <br />Envirothon by being presenters at the various stations. Ron reported that the <br />legislative session ended, overall BWSR was reasonably successful. Biennial budget <br />and legislative policy proposals will be brought before the board in July with continued <br />discussion at the board retreat in August. <br />Ron reported that LCMR. is in the process of making final allocations and <br />recommendations on various projects for consideration during the legislative session <br />next year. BWSR has four LCMR proposals still under consideration for funding; 1) <br />accelerated implementation of local water plan grants - $3,500,000, hearing held on <br />June 6th;; 2) soil survey updates and digitization - $500,000, hearing held on June 6th; <br />3) inventory and records modernization of public drainage systems - $1,282,080, <br />hearing to be held on June 27th; and 4) measuring and targeting soil and water <br />conservation activities - no hearing scheduled. <br />
