BWSR Meeting Minutes <br />May 24, 2000 <br />Page Three <br />It seems that some folks would rather fight than work together to secure along-term <br />solution to the issues. The only ones that are winning in this issue are the lawyers and <br />even most of them would like to see the mediation process work. <br />Dispute Resolution Committee -Jim Haertel reported that there are presently three <br />WCA appeals pending. The latest appeal is in the City of Duluth involving a Home <br />Depot site. It involves a rezoning decision and a wetland replacement plan approval. <br />A decision has not been made yet on whether the appeal will be accepted.. One appeal <br />is in the City of Sartell which involves a violation and restoration order. The appeal is in <br />abeyance until the city council makes a decision. The other pending appeal involves <br />Cub Foods and Chisago County. The appeal is in abeyance until the City of Forest <br />Lake makes a decision. <br />Wetlands Committee -Darrell Bruggman reported that the wetlands committee will <br />meet this afternoon. There are wetland issues that will be discussed later in the <br />meeting today. Ron Harnack reported that BWSR staff met last week with DNR to <br />discuss the wetland rules. The committee will need to meet. formally before the June <br />meeting to develop a recommendation on the expedited WCA rules to meet. statutory <br />deadlines for adoption. <br />Cost-Share/Soil Conservation Committee -Dwain Otte reported that additional funding <br />was not received for feedlots. Ron Harnack stated that discussions continue regarding <br />rock inlet systems for water quality and cost-share practices. The committee will meet <br />in the near future to discuss these issues and other cost-share proposals. <br />Education and Public Relations Committee -Paul Krabbenhoft reported that the <br />committee will meet this afternoon. <br />Agency Reports <br />Sharon Clark, Department of Agriculture, reported that MDA faired well with the <br />legislature. Commissioner Hugoson is in Crookston this week with the Governor to <br />discuss technology within the communities. MDA has been meeting with various <br />agencies and organizations, specifically SWCD's and AMC regarding the dairy MOU. <br />Wayne Edgerton, Department of Natural Resources, reported that DNR did fairly well <br />during the legislative session: 260,000 acres were designated as con-con lands; the <br />wolf management bill passed; the big game shooting bill was defeated.. <br />Jim Anderson, Minnesota Extension Service, reported that he attended the very <br />successful "Minnesota Water 2000 Conference" last month; there were 340 <br />
