BWSR Meeting Minutes <br />May 24, 2000 <br />Page Five <br />John commended Dah Eklund for his efforts and work with the county to get the plan in <br />** place, staff recommends adoption of the plan. Moved by Lee Coe, seconded by Darrell <br />oo-ao Bruggman, to not disapprove the Koochiching County Comprehensive Wetland <br />Protection. and Management Plan. Ron Harnack commended the staff, local officials, <br />DNR and PCA for their efforts in collaborating work to get this plan completed. Motion <br />passed on a voice vote. <br />Metro Water Planning Subcommittee <br />Rice Creek Watershed District Watershed Management Plan Amendment -Ron <br />Harnack. reported that the purpose of the Rice Creek Watershed District plan <br />amendment is to update and extend the implementation section of the Plan through the <br />year 2005. The Metro Water Planning Subcommittee met on May 11 to review the plan <br />** amendment and recommend approval. Moved by Dwain Otte, seconded by Jack Frost, <br />00-4~ to approve the watershed management plan amendment of the Rice Creek Watershed <br />District. Motion passed on a voice vote. <br />Comfort Lake-Forest Lake Watershed District Establishment -Ron Harnack reported <br />that the district was established on September 23, 1999 and the order did not correctly <br />specify the inclusion of the Higgins Lake area in Columbus Township in Anoka County. <br />Ron stated that Higgins Lake is a basin with an undetermined outlet and has no <br />compelling water resource problems. The majority of Higgins Lake is in Anoka County <br />and is presently managed by the Sunrise River Watershed Management Organization. <br />Most of the remainder of Higgins Lake is in Chisago County which is presently <br />managed by the Chisago County water plan. Ron stated that Higgins Lake is a land- <br />lock lake and it's appropriate at this time that the lake not be included. The Metro <br />** Water Planning Subcommittee recommends approval of the boundary change. Moved <br />00-a2 by Dwain Otte, seconded by Clair Nelson, to approve the recommendation of the Metro <br />Water Planning Subcommittee to approve the establishment of the Comfort Lake- <br />Forest Lake Watershed District, excluding the entire area of Higgins Lake and territory <br />in Columbus Township, Anoka County, and the easterly area of Higgins Lake in <br />Chisago and Washington Counties. Motion passed on a voice vote. <br />Chair Roer called for a break. in the meeting at 10:20 a.m. The meeting reconvened at <br />10:30 a.m. <br />Old Business <br />Legislative Update -Ron Harnack commented briefly on the $20M BWSR received for <br />CREP with minimal implementation dollars. The challenge for BWSR with RIM is do we <br />keep it a statewide program, should it focus on wetland restoration.
