BWSR Meeting Minutes <br />May 24, 2000 <br />Page Four <br />MDA Commissioner Hugoson was.the keynote address; DNR Deputy Commissioner <br />Steve Morse was a presenter and MN Planning Commissioner Dean Barkley also was <br />a presenter. MES is involved in the reorganization of core capacity areas of field and <br />campus staff, with implementation in July. Jim reported that MES is doing a pilot <br />project for sewage systems regarding wastewater treatment in communities. <br />Kristin Apelgate, Pollution Control Agency, reported that the legislative session focus <br />for PCA was feedlots. Kristin stated that legislators were cooperative in making <br />changes to agency feedlot rules, programs and permit issues. PCA will have a <br />summary of the outcome of the session available for the board at the June meeting. <br />PCA received $2M for the clean water partnership program. Controversial issues were <br />discussed yesterday at the MPCA Board meeting regarding dairy and feedlot issues in <br />the Karst region. Kristin commented on the manure management plan requirements for <br />feedlots and cost-share funding available for facilities from this year's legislative <br />session. <br />Consent Agenda <br />Big Stone County, Chippewa County, Lac Qui Parle County and Swift County <br />Comprehensive Local Water Plan Extension Request -Doug Thomas reported that <br />staff recommend approval of the extensions. Ron Harnack stated that these counties <br />are very active in the Conservation Reserve Enhancement Program and some with <br />** updating of land use plans locally. Moved by Allan Oehlke, seconded by Jerome Deal, <br />oo-ss to approve the Big Stone County, Chippewa County, Lac Qui Parle County, and Swift. <br />County Comprehensive Local Water Plan extensions. Motion passed on a voice vote. <br />Committee Recommendations <br />Wetland Subcommittee <br />Beltrami County Comprehensive Wetland Protection and Management Plan -John <br />Jaschke commented on the plan and reported that staff endorse the plan. John stated <br />that this has been a unique effort, the SWCD and other county planning efforts have <br />come together. The county board approved the changes on the plan this morning. Lee <br />Coe stated that this is a good plan; more recognition of the Wetland Conservation Act <br />due to this plan. Lee commended BWSR staff for their efforts on the plan. Ron Harnack <br />commended the staff of DNR and PCA for their collaboration with local governments in <br />** working on this plan. Moved by Jack Frost, seconded by Lee Coe, to approve the <br />00-39 Beltrami County Comprehensive Wetland Protection and Management Plan. Motion <br />passed on a voice vote. <br />Koochiching County Comprehensive Wetland Protection and Management Plan -John <br />Jaschke reported that Koochiching County has worked hard to get this plan in place. <br />
