The Minnesota Department of Transportation (MNDOT) <br />has applied for a Department of Natural Resources (DNR) permit to do construction <br />work in the area, and that the DNR Permit will contain groundwater monitoring <br />requirements to ensure that the highway work does not interfere with water flow to the <br />spring. Chair Roer clarified that BWSR is not the only state agency looking at this; <br />PCA and DNR are also involved. Dwain Otte clarified. that the Metro Water Planning <br />Subcommittee assignment was to determine the boundary. Chair Roer stated that it is <br />hoped that the MCWD and the LMRWD will work together to resolve any possible <br />** adverse impacts of the Highways 55 and 62 interchange project. Moved by Dwain <br />00-44 Otte, seconded by Jack Frost, to approve Minnehaha Creek Watershed District <br />boundary to include Camp Coldwater and Coldwater Springs area. Motion passed on a <br />voice vote. <br />Ron Harnack stated that he would be attending the MCWD meeting on Thursday <br />evening to address the Board's decision, at the request. of the District. <br />** Moved by Jack Frost, seconded by Dwain Otte, to approve the petition of the Lower <br />00-45 Minnesota River Watershed District. Motion passed on a voice vote. <br />Watershed District Planning Grants -Doug Thomas explained that staff are proposing <br />that BWSR continue its tradition of assisting local governments in their water planning <br />efforts by expanding its current policy regarding water planning grants to watershed <br />districts revising plans pursuant to 103D. Watershed districts receiving the grant would <br />be required to submit a work plan and budget and comply with the watershed district <br />comprehensive plan guidelines adopted by the Board in 1999. Individual grant <br />amounts would not exceed $15,600 and would require a 1:1 local cash or in-kind <br />match. Doug stated that there are approximately 20 watershed districts affected by this <br />decision. Based on the current funding level, which was established when the Board <br />approved the metro planning grants, BWSR can accommodate starting up to six plans <br />** per year. Moved by Ginny Imholte, seconded by Jerome Deal, that BWSR endorse the <br />00-46 use of Local Water Resource Protection and Management Program monies to provide <br />planning grants to watershed districts that will be revising their comprehensive plans. <br />Motion passed on a voice vote. <br />Video from the USDA National Summit on Private Land Conservation -Ron Harnack <br />presented a video tape for board members information. Ron reported that Minnesota is <br />rated as the.second highest state in the country with wind erosion, Texas being the <br />first. Ron stated that Minnesota needs to reassess the erosion problems and have <br />continued discussions on this issue. Discussion followed. Chair Roer asked if a <br />reallocation of cost-share dollars is something to think about in terms of practices. <br />
