BWSR Meeting Minutes <br />June 20, 2000 <br />Page Four <br />** <br />00-49 <br />Chair Roer and Ron Harnack recognized the 50th anniversary of Lac Qui Parle SWCD, <br />Swift SWCD, and Yellow Medicine SWCD. The SWCDs appreciated the plaque they <br />received and thanked BWSR for coming to this area of the State. Ron Harnack <br />thanked the SWCDs for their efforts and looks forward to continued successes. <br />Chair Roer called for a break in the meeting at 10:00 a.m. The meeting reconvened at <br />10:20 a.m. Chair Roer thanked Yellow Medicine SWCD for the delicious 50th <br />anniversary carrot cake! <br />Committee Recommendations <br />Wetland Committee <br />WCA Rule Amendments -John Jaschke thanked Natasha Devoe for her efforts on the <br />"1997-98 Wetland Report"; she is currently working on "1999 Wetland Report". John <br />explained that as required by Senate File 83 (2000 Laws of Minnesota, Chapter 382) <br />the BWSR must adopt amendments of the Wetland Conservation Act (WCA) Rules by <br />July 14, 2000. The proposed Rules are limited to those necessary to: 1) incorporate the <br />revisions required by 2000 Laws of Minnesota, Chapter 382 (Senate File 83); 2) link to <br />separate rules being adopted by the Department of Natural Resources in Chapter <br />6115; and 3) incorporate clarifications and process changes needed to reflect current <br />practice. John stated that the BWSR Wetland Committee met on June 22. John <br />distributed the June 28 version to board members. John explained the rule <br />amendments. He also explained the waiver categories, the processes, and the <br />permitting authority. John distributed the resolution for the WCA Rule Adoption - <br />Minnesota Rule Chapter 8420. Chair Roer stated that there will be training for the <br />LGUs on this. Chair Roer thanked John for his great efforts, commending John for his <br />patience throughout the process. Moved by Darrell Bruggman, seconded by Jerome <br />Deal, that the Board authorized the Executive Director to make any changes <br />recommended by the Office of the Revisor of Statutes or the Administrative Law Judge <br />with the Office of Administrative Hearings and to complete the processes necessary to <br />adopt said Rules before July 14, 2000 and put them into effect as quickly as possible <br />thereafter. Motion passed on a voice vote. <br />Old Business <br />Limited Duration of Easements for CREP -Ron Harnack explained that the BWSR <br />adopted a policy on June 23, 1999 for funding limited duration easements under CREP. <br />The 2000 Legislature made it clear throughout the capital budget request process that <br />the intent is for conservation easement programs to make perpetual easements for <br />CREP a funding priority. When BWSR adopted the limited duration easement payment <br />rate policy it created the expectation that funding for limited duration applications would <br />be on an equal priority with perpetual to begin July 1, 2000, subject to legislative <br />
