BWSR Meeting Minutes <br />September 28, 2000 <br />Page Three <br />Dispute Resolution Committee -Ron reported that a new appeal has been received <br />from Cub Foods; in addition to the pending appeal from Chisago County. Ron stated <br />that those two appeals will be integrated into one appeal. Anew appeal has been <br />received from the Gity of Delano; it's hopeful that this issue will be resolved outside the <br />DRC process. An additional new project appeal has been received relating to a project <br />in Hermantown. <br />Cost-Share/Soil Conservation Committee -Ron Harnack reported that the Cost- <br />Share/Soil Conservation Committee will be meeting to review NRI information as part of <br />the discussion on cost-share allocation and will be discussing policy issues relating to <br />funding of NPEA. <br />Administrative Advisory Committee -Ron Harnack reported that the Administrative <br />Advisory Committee met via conference call regarding the budget issue. The committee <br />reviewed the budget issues and endorsed not participating in the challenge pool at this <br />time. If the guidance changed to set a side a base amount for a competitive challenge <br />among the environment and natural resources agencies we would look at participation <br />differently. Under the current situation BWSR would be putting existing programs at <br />significant risk as natural resources are not currently a priority issue identified for the <br />coming biennium. <br />Agency Reports <br />Mark Dittrich, Department of Agriculture, thanked those involved in putting together an <br />enjoyable tour. Mark reported that MDA is in the challenge pool for $1.6M. Mark stated <br />that MDA is involved in the interagency group, hopeful that there will be a good feedlot <br />package. Mark had material available regarding pesticide management in schools, a <br />guide developed for teachers' information. <br />Dan Wilson, Department of Health, reported that MDH is participating in the challenge <br />pool for $2.5M. Dan stated that the perception from each agency commissioner may be <br />different. Dan stated that the National Rural Water Association recently rated <br />Minnesota as #1 in the country for water quality. Dan reported that he's initiating a <br />proposal for systematic statistical testing of 2500 private drinking wells, randomly <br />selected throughout the state for the 2004-2005 biennium, total cost of $4M. He would <br />try to Leverage federal dollars for assistance. Dan stated that this would be the first <br />testing and data collection survey ever done, which would be data assessment for the <br />next two decades. <br />Ron Harnack reported on behalf of Wayne Edgerton, Department of Natural Resources. <br />DNR is dealing with internal reallocations; and concon is moving forward. <br />
