BWSR Meeting Minutes <br />September 28, 2000 <br />Page Six <br />going to achieve internally, those will come through reallocation. Two policy issues <br />have been identified and moved forward for consideration by the administration. They <br />are 1) technical changes for RIM eligibility to reflect last years changes in the corporate <br />farm definition, and clarifying WMO levy authorities in consultation with the Department <br />of Revenue. <br />Mark Dttrich thanked John Jaschke for trying to bring together USDA, USFWS and the <br />USCoE regarding delineation drainage issues. John has done a good job of bringing <br />together clean water provisions and the farm bill provision. <br />Jerome Deal asked that Ron Harnack stay abreast on the CARA funds. There are <br />some real opportunities there for the State of Minnesota. <br />Jack Frost commented that BWSR staff spend a lot of time on wetland delineation; is <br />this a wise use of staff assistance to LGUs. Ron stated that we do have some obligation <br />for staff assistance, having a wetland certification program will ensure that we have a <br />capable unit of government, as it becomes part of the land use decision. Ron stated <br />that consistency~is needed, if problems exist with another agency, it needs to be <br />addressed and hold those accountable. In addition the Board will have an opportunity to <br />address some of these issues as part of the formal rule promulgation in the next 18 <br />months. Discussion followed. <br />Advisory Comments <br />Minnesota Association of Watershed Districts (MAWD) - Ginny Imholte reported that <br />MAWD will meet in November to discuss the resolution process. Jerome Deal stated <br />that watershed districts have been busier than ever, working with water flow limitation <br />for permits, GIS. <br />Association of Minnesota. Counties (AMC) -Ron Harnack reported that the AMC policy <br />committee is supporting full funding of CREP. <br />Jpcoming h9eetings <br />- BWSR All Staff Retreat, October 9-11, Brainerd <br />-Next BWSR.
