Witt Construction Variance Request, Placement of New Home, Shoreland District, Lake
Owasso (62-56P), City of Roseville, Ramsey County
Dear Mr. Paschke:
DNR Waters has received (November 15, 2000) the letter requesting comments from the DNR concerning
the replacement of an existing home with a new house at 353 South Owasso Boulevard. The new house
is proposed to be located in the same location as the existing house, which is located 45 feet from the
Ordinary High Water (OHW) level of Lake Owasso. The required setback for the lot is equivalent to the
average ofthe existing setback for the homes located on the lots adjacent to 353 South Owasso Boulevard,
and the setback is 47 feet from the Ordinary High Water level of Lake Owasso. In addition, R.C. Witt
Construction has requested a variance to allow the amount of impervious surface on the lotto remain the
same as the existing amount of impervious surface. While we would prefer that the new home be
constructed in conformance with the required setback from Lake Owasso, the DNR will not obj ect to the
approval of the variances as it is proposed. In addition, we recommend that the following conditions be
placed on the approval of the variance:
The City of Roseville should require RC. Witt Construction to plant trees between the new home
and Lake Owasso in order to screen the house from view from Lake Owasso. The trees maybe
trimmed of the lower branches to allow a view of the lake from the home.
2. The lowest level of the new house must be constructed at least 1' higher than the 100-year flood
elevation of Lake Owasso.
Thank you forgiving the DNR the opportur~ty to comment on the R C. Witt Construction variance. WP
look forward to reviewing additional variances and conditional use permits for the City of Roseville
shoreland and floodplain ordinances. Please feel free to contact me, or Molly Shodeen, at 651-772-7910
should you have any questions concerning these comments.
Sincerely,
~'~~ Joseph Richter
Hydrologist
c: Grass Lake Area WMO Kra
DNR Information: 651-296-6157 1-888-646-6367 • TTY: 651-296-5484 1-800-657-3929
An Equal Opportunity Employer Printed on Recycled Paper Containing a
Who Values Diversity Minimum of 10% Post-Consumer Waste
