Role of GLWMO in Permitting <br />Reviewer Location(s) in Comment Comments <br /> Letter <br />Met Council Items circled " 2" The Met Council suggests that the GLWMO consider <br /> starting a permit or review program, to help ensure that the <br /> GLWMO has some oversight or input into local programs, <br /> etc. <br />GLWMO Response to Comments: <br />The GLWMO proposes to keep regulation at the local level (see Section 5.1.3). The GLWMO Board <br />believes it is most appropriate for the cities to continue with their permitting programs and not have the <br />WMO establish a separate permitting program or a parallel review program. The GLWMO Board will be <br />kept informed of city permitting activities at the regular GLWMO Board meetings. In addition, there may <br />be a tabulation of city permitting activities as part of the "report card" evaluation. system. <br />3. Role of GLWMO in Wetland Management <br />Reviewer Comments: <br />Reviewer Location(s) in Comment <br />Letter Comments <br />BWSR Items circled " 3" The BWSR states that the GLWMO plan needs to further <br /> explain the GLWMO's intentions regarding priority areas, <br /> review of WCA applications, location of wetland <br /> mitigations, wetland function and value assessments, <br /> volume conservation, buffer requirements and management <br /> of "protect" wetlands. <br /> The BWSR suggests the completion of a comprehensive <br /> wetland management plan, which could then be used by <br /> the cities to create an overlay district. <br />Met Council Items circled " 3" The Met Council believes awatershed-wide wetland <br /> functions and values assessment and wetland management <br /> plan needs to be completed. The wetland plan should <br /> address issues regarding wetland replacement location, <br /> management of existing wetlands, restoration and <br /> mitigation, and buffers (the GLWMO could adopt a buffer <br /> ordinance for the cities to use). <br /> The Met Council believes Table 5-7 would be more useful <br /> if actual buffer widths were specified (e.g. 150' for <br /> "protect" class and 25' for the "utilize" class). <br />GLWMO Response to Comments: <br />Section 5.5 of the GLWMO plan presents the goals and policies pertaining to wetland management. As <br />stated in policy 1 of Section 5.5, the GLWMO's role n1 wetland management is limited to establishment of <br />the wetland classjfcation system and wetland management goals (see Table 5-7).
