Karen Chandler, on Behalf of Grass Lake WMO Board <br />Subject: Grass Lake WMO Board Responses to Comments on Draft Watershed Management Plan <br />Date: December 26, 2000 <br />c: Grass Lake WMO Board and Staff <br />Page: 3 <br />GLWMO Response to Comments: <br />In general, the GLWMO plan summarizes the GLWMO activities in Table 6-1 and presents the city <br />activities in various location in Section 5 (summarized u1 Section S.l 0). Section 5.2 and associated tables <br />present the respective GLWMO and city responsibilities regarding lake and pond water quality. <br />Section 5.10 of the GLWMO plan discusses how the GLWMO will evaluate the member cities' and the <br />GLWMO's progress toward agreed upon goals. The list of implementation tasks in Section 5.10, policy <br />4(b) of the GLWMO plan (pages 5-27 and 5-28), is a listing of all the tasks the member cities are expected <br />to complete. The GLWMO will use all or parts of this list to develop the city part of the "report <br />card"/checklist mentioned in Section 5.1.0, policy 3. Table 6-l will be one basis for developing the WMO <br />part of the report card/checklist. The GLWMO appreciates BWSR's suggested additional evaluation <br />standards and will take them into consjderation. Tabte 5-10 is a listing of the various requirements that are <br />to be incorporated into city policies and/or ordinances, so this is a smaller list than that shown in policy <br />4(b) of Section 5.10. Table 5-10 is not the evaluation checklist; rather, it is a listing of all the "official <br />controls" that cities will need to develop and/or revise to comply with the GLWMO plan. Items in Table <br />5-10 will likely become part of the report card/checklist. The GLWMO will be developing the evaluation <br />checklist as one of its first implementation tasks; this task will be added to Table 6-1. <br />Some of the city implementation tasks have deadlines, either director through the preparation of local <br />plans; other° tasks do not have deadlines. hi either case, the member cities' progress on these <br />implementation tasks will be monitored as part of the evaluation process. The GLWMO Board is counting <br />on the continued cooperation of the member cities, which has worked well in the past. The GLWMO <br />Board believes this cooperation, coupled. with the proposed evaluation process, will provide enough. <br />oversight such that a GLWMO permit or review program wiCl be unnecessary (see additional comments <br />below regarding permitting). <br />Past GLWMO and applicable city accomplishments are discussed in Sections 4.1, 4.2 and 4.5 of the <br />GLWMO plan. Significant GLWMO accomplishments include completion and implementation of the <br />diagnostic feasibility studies for Lake Owasso, Lake Wabasso, and Snajl Lake, and completion and <br />implementation of the level control plan. Future GLWMO annual newsletters will provide information <br />about the GLWMO and member cities' accomplishments. <br />The GLWMO Board will be reviewing its implementation tasks annually, as part of the annual GLWMO <br />budgeting process. <br />
