To: Plan Reviewers <br />From: Karen Chandler, on Behalf of Grass Lake WMO Board <br />Subject: Grass Lake WMO Board Responses to Comments on Draft Watershed Management Plan <br />Date: December 26, 2000 <br />c: Grass Lake WMO Board and Staff <br />Page: 7 <br />GLWMO Response to Comments: <br />The GLWMO Board believes that the GLWMO plan should include only the necessary stormwater <br />management information and not be a restatement or republication of already available information. The <br />GLWMO plan includes watershed and drainage information provided by the member cities. Since the <br />GLWMO Board limits its involvement in stormwater drainage issues to those that cross community <br />boundaries, intercommunity stormwater management information is of most value in the GLWMO plan. <br />In addition, the GLWMO will not be involved in day-to-day stormwater management issues. For these <br />reasons, the GLWMO plan delegates to the cities the responsibility to include detailed stormwater <br />information in their stormwater management plans. The GLWMO Board is concerned that it would <br />require too much time and money to brilig the detailed information into the GLWMO plan and then keep it <br />up to date. The cities will be responsible for determining where improvements can be made to reduce local <br />flooding and/or water quality problems. The GLWMO will work with the member cities if/when <br />improvements are needed to address flooding or water quality problems on Lake Owasso, Lake Wabasso, <br />Snail Lake or Grass Lake. <br />7. Lake Water Quality <br />Reviewer Comments: <br />Reviewer Location(s) in Comment Comments <br /> Letter <br />MPCA Items circled "7" The MPCA requests an explanation for why the water <br /> quality guidelines in Table 5.1 appear to allow for quite a <br /> bit of degradation in the Category I lakes. <br /> The MPCA asks when and how the cities will set goals for <br /> Category III and IV water bodies. <br />Met Council Items circled "7" Regarding the leaf compost facility, the Met Council <br /> believes the GLWMO should either provide water quality <br /> treatment at the facility or should require the city to provide <br /> treatment. <br />Ramsey County Items circled "7" Section 4.2.3 of the GLWMO plan indicates there is no <br /> water quality monitoring data for Grass Lake; Ramsey <br /> County sampled Grass Lake in 1984. <br /> Ramsey County notes that the County Lake Management <br /> Program will continue to tmonitor Owasso, Wabasso and <br /> Snail Lakes on an annual basis. <br /> The county states that the GLWMO plan should <br /> incorporate the 2000 Strategic Plan for Lake Owasso. <br />GLWMO Response to Comments: <br />Table 5-l in the GLWMO plan presents the water quality guidelines associated with various recreational <br />and, other water body uses. Saying that a water body is a Category I means that it is suitable for all types of <br />
