~~~ <br />,~ <br />December 15, 2000 <br />_„ <br />~ ~ <br />t• <br />Ms. Karen Chandler <br />Barr Engineering Company <br />4700 West 77"' Street <br />Minneapolis, MN 55435-4803 <br />RE: 60-day Comments on the Draft Grass Lake Water Management Organization Watershed <br />Management Plan <br />Dear Ms. Chandler: <br />Minnesota Pollution Control Agency (MPCA) staff have reviewed the October 2000 draft of the <br />Watershed Management Plan for the Grass Lake Water Management Organization (GLWMO). <br />MPCA staff would like to commend GLWMO for putting together a thoughtful and <br />comprehensive watershed management plan that will be used in the years ahead to protect and <br />restore the water resources within it's boundaries. Thank you for the opportunity to review the <br />Plan. <br />MPCA staff would like to offer the following comments: <br />Table 5.1 -For category I lakes the water quality guidelines for desired use call for a minimum <br />summer secchi depth of at least 1.0 meter with a 1.6 meter average. Lake Owasso for example, <br />currently has a secchi depth of around 3 meters. The guidelines seem to allow for quite a bit of <br />degradation in the category I lakes, can you explain this? <br />The draft plan suggests a number of Best Management Practices. What specifically does <br />GLWMO require the city to do as opposed to what GLWMO will do? It is important to note that <br />in 5.10, section 3, that GLWMO will develop a report card/checklist to inform the cities and the <br />public regarding the progress toward meeting goals and expectations. MPCA staff think that this <br />kind of feedback has been missing and this is an excellent plan of action. <br />The draft plan tends to jump around. It would be helpful if the plan set up specific things <br />GLWMO is to do and specific things the cities are to do. For example, when and how are the <br />cities to set goals for category III and IV water bodies? <br />520 Lafayette Rd.
