Rice Street <br />Shoreview, MN 55126 <br />(651) 484-9104 • Fax 482-5232 <br />In response to your letter of October 12, 2000, I have reviewed the draft GLWMO <br />watershed management plan on behalf of Ramsey County. In general, I think the plan is <br />well-written and organized clearly. The following specific comments are submitted for <br />your consideration. <br />The format of the Executive Summary as a separate pamphlet within the plan is unique <br />and particularly effective. It has good content and graphics which should make it <br />attractive to those wishing to quickly become familiar with the plan. <br />On page 2-7, under 2.6.1, the plan states there are no public ditches in GLWMO. <br />According to a public ditch inventory completed by the County in July, 1992 at the <br />request of BWSR, County Ditch 19 (draining to Lake Owasso) has not been conveyed to <br />another ditch authority. The plan should clarify the regulatory status of County Ditch 19. <br />Figure 6 includes two legal boundaries in the legend, with the notation "New Data". This <br />is confusing to me and should. be clarified. <br />Section 4.2.3. on Grass Lake indicates that no water quality monitoring data exists. The <br />County sampled Grass Lake in one year, 1984. These data are in STOREY or can be <br />obtained from my office. <br />The regulatory framework table in Section 3 is a useful summary of involved agencies. <br />Minnesota's First Home Rule County <br />printed on recycled paper with a minimum of 10%post-consumer content <br />
