In Section 5, Goals and Policies, on page 5-8, 5) coordination with the County on an
annual basis relating to upcoming projects of mutual interest is identified. Page 5-10,
under Evaluation and Accountability, includes the use of a report card to evaluate
implementation activities related to the plan, which is a very good idea. Table 5-5,
p. 5-34, Aesthetic and Habitat Indicators and Recommended Actions by Cities, provides
a useful summary of activities. Table S-6, p. 5-35, Lake Water Quality Management
Actions for Category I and II Lakes, is also very useful. Table 5-9 is confusing to me and
needs clarification of its headings and purpose.
Table 6-1, Implementation Table, (p. 6-17) includes management level water quality
monitoring conducted by the County on Owasso, Wabasso and Snail Lakes with $2,000
per lake for annual trend analysis. The County Lake Management Program will continue
to monitor these lakes and provide the information to GLWMO. Mention of the 2000
Strategic Plan for Lake Owasso, which was funded by the County, should be
incorporated into the plan, where appropriate.
Finally, I recommend moving the tables and figures up into the body of text as
appropriate to assist the reader.
I appreciate the opportunity to review the draft plan and look forward. to continuing to
work with GLWMO on implementation activities. If I can provide clarification of any of
my comments, please contact me at (651) 482-5230.
Sincerely,
/r
Terry Noonan
Project Manager -Water Resources
Cc: Phil Belfiori, BWSR
Karl Keel, City of Roseville ~°
Ken Haider, Director of Public Works
Paul Kirkwold, County Manager
