The GLWMO has put together a watershed management plan that has the potential to be an excellent tool for local units of government to use in writing their local water management plans. The main concern that Council staff has with the plan is that the GLWMO plan and the philosophy in general of the organization is to have the locals do the hydrologic modeling, wetland assessments, implementation, and permitting. For this to be effective, the GLWMO and the cities need to have a very cooperative and close partnership. The GLWMO should consider taking more of a lead role in watershed planning. If however, the GLWMO decides not to take more of a lead role, the GLWMO will be responsible for ensuring that the cities do all of the work required and abide by the practices and standards as defined in the GLWMO plan. Attached are specific comments aimed at addressing in more detail issues in the GLWMO plan.
