STAFF REPORT: <br />Grass Lake Water Management Organization -Watershed Management Plan <br />INTRODUCTION AND AUTHORITY TO REVIEW <br />The Grass Lake Water Management Organization (GLWMO) covers approximately 8.6 square miles. Portions of the <br />communities of Shoreview and Roseville are located within the GLWMO. The GLWMO is located in Ramsey County <br />and is bounded on the north by the Rice Creek Watershed District and the Vadnais Lake Watershed Management <br />Organization; on the east by the Vadnais Lake Watershed Management Organization and the Ramsey Washington Metro <br />Watershed District; on the west by the Rice Creek Watershed District; and on the south by the Capitol Region Watershed <br />District. <br />The GLWMO prepared a comprehensive watershed management plan in response to the Metropolitan Surface Water <br />Management legislation embodied in Minn. Stat., sec. 103B.201 to 103B.251. Section 103B.231, subd. 8 of the <br />legislation provides for Metropolitan. Council (Council) review of proposed watershed plans. The Council reviews the <br />plans after the county(s), soil and water conservation District(s), towns and cities, and concurrently with the Minnesota <br />Department of Natural Resources (DNR), Minnesota Pollution Control Agency (MPCA), Minnesota Department of <br />Health (MDH), and the Minnesota Board of Water and Soil Resources (BWSR). <br />According to Minnesota Rules Chapter 8410 Metropolitan Area Local Water Management; BWSR has prepared plan <br />content guidelines and notified. watershed management organizations that these guidelines would be used for review <br />purposes. Using these guidelines as a model, the Council may provide advisory comments on aspects such as technical <br />adequacy, completeness and internal consistency. The Council is required to review the plans in the same manner it <br />would local comprehensive plans, focusing on three areas: <br />1. Consistency with metropolitan system plans; <br />2. Consistency with adapted chapters of the Regional Blueprint; and <br />Anticipated amendments to local comprehensive plans that may have a substantial impact on, or contain a <br />substantial departure from metropolitan system plans. <br />The Council, as the designated area-wide water quality management planning agency under section 208 of the federal <br />Water Pollution Control Act, has a responsibility to ensure that water quality management policies and programs are <br />implemented. <br />ANALYSIS -PLAN CONTENT <br />The GLWMO plan includes the following sections: executive summary, land and water resource inventory, regulatory <br />framework, assessment of problems and issues, goals and policies, implementation program, references, figures and <br />appendix a. <br />Land and Water Resource Inventory <br />The land and water resource inventory section is fairly complete. <br />
