Paul, [~9innesota 55155-~10 <br />January 4, 2001 <br />Soil and Water Conservation Districts <br />Watershed Districts and Organizations <br />Cities <br />RE: Extension of General Permit 97-0005 for Temporary Water Appropriations <br />a 9~ <br />b' <br />General Permit 97-0005 was issued to authorize temporary water appropriations for construction <br />dewatering, landscaping, dust control, and hydrostatic testing of pipelines, tanks and wastewater <br />ponds.. General Permit 97-0005 expired on December 31, 2.000 and applied only to projects that <br />have minimal potential for adverse environmental impacts. <br />The general permit reduced the amount of Department staff time spent processing permit <br />requests for minimal impact projects, reduced the amount of time for applicants to obtain permit <br />approvals, and improved permit compliance. Therefore, General Permit 97-0005 is hereby <br />amended to extend the term of the permit for a five year period from January 1, 2001 to <br />December 31, 2006. All other conditions and limitations of General Permit 97-0005 remain the <br />same. <br />The statutory 30 day review and comment period is not required for individual projects covered <br />by the general permit, provided applicants can meet all prescribed conditions. General Permit 97- <br />0005 requires that the Department be notified five days before the start of pumping. All aspects <br />of the Department's current permit system, including enforcement, are unaffected with the <br />exception of the 30-day review and comment period. <br />Any comments regarding General Permit 97-0005 can be forwarded to your Area Hydrologist for <br />consideration by February 5, 2001. The Area Hydrologist for your county can be found on the <br />back of the notification form attached to the general permit.
