BWSR Meeting Minutes <br />April 25, 2001 <br />Page Four <br />Center, St. Paul Campus. Jim stated that Charles Casey, Interim Dean and Director; <br />and Diane Flynn, Interim Associate Dean and Director, of MES, plan to meet with <br />BWSR on May 23. <br />Rod Massey, Pollution Control Agency (PCA), thanked folks for working together on <br />various meetings. Rod stated that time will tell regarding legislative issues. Rod stated <br />tk~at-t-fie-~t~~~-a-n-a-r~i is-pa~t~ue~l~e-nd--Rsd~t~#ed-t-laaa# <br />the foot and mouth disease needs stricter security and stronger disinfectant control for <br />this serious threat. Rod reported that enforcement is in place for the metro dairy <br />manure spill.. Rod reported that Alliance Dairy is suing PCA regarding a feedlot issue; a <br />decision wilt be made in the next few months. Ron Harnack asked that PCA staffing <br />issues and also land use management (cost-share and BMP loan money) be reported <br />at an upcoming Board meeting. Rod stated that he will work with staff to do this. <br />Sharon Clark suggested that pollution credit trading be included on the BWSR agenda <br />some time this summer. <br />Consent Agenda <br />** Rice County Request for Comprehensive Local Water Plan Extension -Moved by <br />01-27 Jerome Deal, seconded. by Joann Coover, to approve the Rice County Comprehensive <br />Local Water Plan request for extension to December 31, 2001. Discussion followed. <br />Jerome Deal asked how many counties are under an extension. Ron Harnack stated <br />that staff will develop a map showing which counties have been granted extensions. <br />Marybeth Block reminded the board that the board approved of their December 1999 <br />policy encouraging counties to apply for extensions if they were involved in other <br />planning efforts such as watershed or basin plans. Motion passed on a voice vote. <br />Old Business <br />Dispute Resolution Committee Recommendation Regarding the Anoka County <br />Ditch 53/62 -Greg Larson reported that the DRC voted on April 12 to affirm all three <br />decisions on behalf of the Rice Creek Watershed. District (RCWD). Greg <br />** recommended that the Board act upon the order. Moved by Sharon Clark, seconded <br />o1.2s by Jim Anderson, to table the decision and ask for legislative briefing of 1991 regarding <br />ditch maintenance. Affirmative: Clark. Opposed: Anderson, Bruggman, Coe, Coover, <br />Deal, Edgerton, Frost, Imholte, Kahler, Krabbenhoft, Massey, Harder, Otte, Wi{son, <br />Ormsby. Motion defeated. <br />** Moved by Jerome Deal, seconded by Dwain Otte, to adopt the findings of the Dispute <br />o~-zs Resolution Committee, to affirm the decisions of the Rice Creek Watershed District. <br />Sharon Clark. personally voted against because it sets a precedence pitting landowner <br />against state and federal government. She advocates letting the board and. DRC hear <br />from them in anon-threatening manner. Chair Coe feels the Board needs to uphold the <br />
