BWSR Meeting Minutes <br />April 25, 2001 <br />Page Three <br />The final pending appeal involves an exemption denial in Eagan. No action has been <br />taken on this new appeal. <br />Wetlands Committee -Darrell Bruggman stated that a wetlands and waters regulation <br />joint staff meeting was held March 14-15 with BWSR, DNR, and the Corps of <br />Engineers. WCA rulemakin.~ is being developed and ready for the May meeting. <br />Education and Public Relations Committee -Paul Krabbenfhoft reported that the <br />Education Committee continues to work on their work plan. Paul asked for time on the <br />May meeting agenda to present the Education Committee proposed plan. Paul stated <br />that the committee met this morning and will meet again. later today. Wayne Edgerton <br />stated that the Education Committee may consider contacting Dawn Finn, DNR staff <br />working on education/communications efforts. <br />Agency Reports <br />Sharon Clark, Minnesota Department. of Agriculture (MDA) reported that MDA staff are <br />spending lots of time on legislative issues. Sharon thanked DNR and PCA for their <br />assistance on the foot and mouth disease efforts. MDA continues to spend much time <br />on this devastating threat of concern. Sharon reported that MDA has cancelled the <br />sustainable field days due to the possible threat of clove and hoof disease. <br />Dan Wilson, Minnesota Department of Health (MDH), reported that the legislative <br />proposal to require testing wells and property transfer did not make it out of either <br />houses in the legislature, thus, MDH will try this again. Dan stated that the federal <br />regulatory arsenic issue has been withdrawn; anine-month deadline has been set by <br />EPA to repromu(gate. Rule promu{gction iri the state will be delayed until the federal <br />standard is set. Dan stated that the arsenic issue is significant with great impacts. <br />Wayne Edgerton, Department of Natural. Resources (DNR), reported that he's not <br />optimistic on passage of the concon bill, as it's not in the Senate or House budget. <br />Wayne stated that the trespass bill is in good shape, (Representative Finseth and <br />Senator Scheevel). Wayne stated that the Senate budget looks fairly positive at this <br />time, the House budget doesn't look so positive. Wayne reported that DNR is meeting <br />next week to decide if the tours of Big Woods and other dairy tours will be held or not <br />due to foot and mouth disease. <br />Jim Anderson, Minnesota Extension Service (MES), reported that the Rivers and Lakes <br />Conference will be held May 3-5, at Cragun's in Brainerd, sponsored by the Minnesota <br />Lakes Association. Jim reported that MPCA, MDA, BWSR, and MES will be meeting <br />jointly in May and June regarding nutrient management planning.
