BWSR Meeting Minutes <br />April 25, 2.001 <br />Page Six <br />New Business Item #3 <br />Local Water Planning Challenge Grants 2002/03 -Marybeth Block explained the <br />local water planning challenge grants and the scoring system used by the review <br />committee.. Marybeth thanked Doug Snyder for his assistance with ranking. Marybeth <br />presented the review committee's recommendation: Contingent upon the avai{ability of <br />legislative appropriations, BWSR approves funding for the challenge grants projects <br />p-r-e~egt~d-~-~.u nrni-~.-~~tccyc.~.b~ittg~i.~~p~ach/in_kinrl i i.pdg~-~~~pnnr\r aII of the <br />projects submitted in the lake management planning category with the understanding <br />that Otter Tail County, Rice County and St. Louis County, each of whom requested <br />$50,000 will accept a reduction of $5,000 making their total individual grants $45,000. <br />The standardized ranking will be used to fund projects submitted under the cash and in- <br />kind over $1 OK category up to $160,000. The standardized rankings will be used to <br />** fund projects submitted under the cash only category up to $1,340,000. Moved by <br />o~-so Sharon Clark, seconded by Ginny Imholte, to approve the review committee's <br />recommendation as presented. Jerome Deal brought to the board's attention the Lake <br />Traverse project, if other projects cannot proceed, the Lake Traverse project could use <br />the dollars for a flooding resolution. Motion passed on a voice vote. <br />Old Business <br />National Governor's Association (NGA) "Private Lands, Public Benefits" -Doug <br />Thomas reported that he, Dave Johnson, DNR, and Barbara Weismam, MDA, attended <br />the policy summit in Washington, D.C., March 16-17, representing Minnesota. Doug <br />presented his presentation on state examples of coordinated conservation programs. <br />Doug stated that this information is posted on the national website. Chair Coe and <br />Sharon Clark thanked Doug for his work. <br />New Business <br />Update on Blue Ribbon Electronic Commerce Committee (BREC) and Linnet -Tim <br />Ogg reported that BWSR has investigated the development of a web-based software <br />system to support business between BWSR and LGU's. A committee, BREC, was <br />established to review LGU concerns, functional requirements, local activities, <br />reporting/monitoring processes, planning, and education/information. Linnet is <br />developing an electronic conservation information system that simplifies the business. <br />process, enhancing the local business system, while tracking activities, user-friendly, <br />web-based applications. Doug Thomas stated that the intent is to track the finances <br />involved in a project, not to override the accounting systems in place. This system will <br />be finalized and ready for implementation by January, 2003. Discussion followed. Ron <br />Harnack said BWSR will manage expectations as we move forward. Chair Coe <br />thanked Tim and Doug for their presentation. <br />
