BWSR Meeting Minutes <br />April 25, 200'1 <br />Page Seven <br />Special Funding Request -Lynda Peterson presented background information <br />regarding the Wright SWCD pollution abatement project. Ron Harnack provided <br />additional information and supports some split costs of this project. Discussion followed. <br />Dwain Otte stated that the state cost-share funding should come from the Wright <br />SWCD portion of the state cost-share dollars. It was decided that the verbal <br />commitment by the SWCD neec!es to be acknowledged. Ro.n's recommendation as an <br />o~rtio-rr~forthe-W~-' o-m-fe~dKrt; haif~fr - 1°te#; 2-/3 - <br />state or 50/50. Wayne Zellmer presented another option of 1/3 by landowner, 1/3 <br />district, and 1/3 state. Ron stated that the state should decide what the state should do. <br />** Moved by Joann Coover, seconded by Darrell Bruggman, that BWSR allocate half of <br />01-31 the dollars ($16,250) out of the feedlot cost-share program and allow the district to pay <br />the balance at their discretion out of their cost-share dollars, waive cost-share on both <br />accounts up to half ($16,250). Motion passed on a voice vote. This will come out of the <br />Wright SWCD allocation. <br />** Election of Vice-Chair -Chair Coe recommended and nominated Jerome Deal as <br />01-32 BWSRvice-chair. Chair Coe asked for other nominations. Moved by Darrell <br />Bruggman, seconded by Jack Frost, to cease further nominations and declare Jerome <br />Dea! as BWSR vice-chair. Motion passed on a voice vote. <br />Advisory Comments <br />Chair Coe welcomed Sandy Hooker, district director of the Minnesota Association of <br />Townships (MAT). Sandy will represent MAT at BWSR meetings, replacing Franklin <br />Denn. <br />Minnesota Association of Soil and Water Conservation Districts (MASWCD) -LeAnn <br />Buck. thanked Ron Harnack fc~r his assistance to MASWCD on legislative initiatives. <br />LeAnn gave a brief update on MASWCD's legislative initiatives. LeAnn reported that a <br />delegation of thirteen MASWCD representatives. went to Washington, D.C., to meet <br />with the Minnesota Congressional Delegation. LeAnn stated that MASWCD is working <br />with BWSR on the WCA formula and workload. LeAnn announced that Minnesota will <br />be hosting the NACD NASCA 11-state meeting, July 15-18, at the Radisson South in <br />Bloomington. Issues to be discussed at this meeting include hypoxia, water monitoring, <br />tmdi issues, and the farm bill. LeAnn appreciates BWSR staff assistance on this event. <br />Minnesota Association of Watershed Districts (MAWD) - tinny Imholte reported that <br />the MAWD summer tour will be hosted by the Heron Lake Watershed District, June 28- <br />30. tinny invited board members to attend. Jerome Deal reported that the Red River <br />Flood Reduction Work Group met last month in Crookston. Bill Hunt attended and is in <br />support of this initiative in the Red River. <br />
