Management <br />Plan <br />Dear Mr. Keel: <br />The Board of Water and Soil Resources (BWSR) Metro Region Staff has <br />conducted the review of the final 45-day draft GLWMO Watershed <br />Management Plan. <br />Our letter is formatted to be consistent with the December 15, 2000 60-day <br />review BWSR Plan review letter. Overall, the Plan has been improved <br />particularly in the area where the Plan is effectively defining a "traditional" <br />WMO management format of concentrating on intercommunity <br />issues/implementation and avoiding the need for awatershed-wide <br />regulatory program. The Plan also sets strict standards for the high priority <br />lake resources and documents, what needs to be completed and who is <br />responsible. <br />Of particular interest to us is the municipal performance analysis/ WMO <br />"report card" concept as defined in the Evaluation and Accountability <br />Section of Chapter 5. The Plan effectively incorporates priority <br />waterbodies (or their tributary areas) and then quantifies different minimum <br />standards consistent with water monitoring results from different areas. <br />The BWSR and the review agencies received the final GLWMO draft Plan <br />on March 21, 2001. Therefore, the 45-day review and comment period will <br />end on May 6, 2001. Minnesota Statutes Section 103B.231, Subdivisions 7, <br />8, 9 provides for an initial draft review (60 days), a final draft review (45 <br />days) and final plan approval (90 days). Any final amendments to the Plan <br />must be incorporated into a final reprinted Plan. Final Plan review and <br />approval according to Minnesota Statute (MS) 103B.231 Subd. 9 will <br />conunence upon submittal, by the GLWMO, of the final Plan to the BWSR, <br />only. This review process will include noticing of the Plan according to MS <br />103D.401 and 103D.405.
