The lot in question is riparian to Lake Owasso (62-56P) and located in <br />the NWt/4 Section 1, Township 29 North, Range 23 West, in Ramsey County. The proposed plans <br />have been reviewed and We have the following comments to offer concerning them: <br />Due to the unusual shape of lot 3, Heinel Circle, the lot has difficulty meeting the minimum lot width <br />requirement (70') for lots that are riparian to Lake Owasso and a variance from the Roseville <br />Shoreland Ordinance will be required before a structure can be approved for construction on lot 3. <br />However, the width of lot 3 increases at a distance of approximately 90' from Lake Owasso and is <br />above the required 70' at the point where the proposed home is to be constructed. Therefore, the <br />DNR will not object to the approval ofthe proposed variance for the plans that have been submitted <br />to the DNR by Mr. Jay Johnson. This decision has been influenced by the following factors: lot 3 <br />exceeds the minimum lot area required for a riparian lot in the Shoreland District of Lake Owasso; <br />the percent of the lot that will be covered by impervious surface appears to be less than the maximum <br />allowable imper-pious surface percentage .that is found in Roseville Shoreland Ordinance; the <br />setback of the proposed structure from Lake Owasso will exceed the setback requirement from Lake <br />Owasso required by the Shoreland Ordinance; and, the problem in meeting the requirements of the <br />Shoreland Ordinance appear are caused by a unique characteristic of the lot (it's shape) that was not <br />caused by the current owner of the lot (therefore a hardship truly exists for this proposal). <br />In addition, We recommend that the City of Roseville require that additional trees be planted <br />between Lake Owasso and the proposed structure. These trees will help to improve, and protect, the <br />water quality of Lake Owasso. The trees will also screen the view of the new home from the <br />surface of Lake Owasso.
