BWSR Meeting Minutes <br />May 23, 2001 <br />Page Seven <br />** <br />01-39 <br />Carver County Watershed Management Organization Watershed/Groundwater <br />Management. Plan -Jack Frost reported that the metro subcommittee met and <br />recommends approval. This is a good, unique plan with cooperation between SWCD <br />and the county. Moved by Dwain Otte, seconded by Jerome Deal; to approve the <br />Carver County Watershed Management Organization Watershed/Groundwatc=r <br />Management Plan. Discussion followed. Paul Moline, Carver County representative, <br />has been working on statutes rule revision for levy limits. Motion passed on a voice <br />vote. <br />Legislative Update -Ron Harnack anticipates that special session will convene <br />sometime before June 15. Ron explained the budget targets and comparisons. The <br />allocation targets to the committee is small and the Senate will need to concede a lot to <br />get down to the targets. It appears that within the agreements are the Governor's <br />inflationary base adjustments for agencies. CREP has been a big issue on everyone's <br />radar screen, full funding is hoped for in the banding bill. Rumor has it that the <br />leadership on the three sides have general agreement on CREP. Ron. stated that <br />county feedlot allocations for delegation is questionable as is funding for NPEA, <br />however,. some funding is expected for feedlot cost-share. How the feedlot cost-share <br />comes is still of some debate ie through MDA or PCA or direct appropriation to BWSR. <br />Funding for the water management joint powers organizations in the natural resources <br />block grant is uncertain. Best bet is funding the first year and not the second. The <br />SWCD funds are uncertain; however, there is optimism relating to general services <br />grants. Discussion followed. Chair Coe thanked Ron for his efforts during the legislative <br />session. <br />Advisory Comments <br />Minnesota Association of Townships (MAT) -Sandy Hooker thanked BWSR for inviting <br />MAT to attend meetings, she looks forward to attending.. Ron Harnack stated that. he <br />will attend MAT's legislative meeting June 5, assuming the legislative session is not a <br />conflict. <br />Minnesota Association of Conservation District Employees (MACDE) -Tim Gieseke <br />reported that MACDE met on April 6. Tim stated that there is potential for the board <br />conservationists role to assist in communication as MAW D, MACDE, AMC, and MAT <br />employees work together. Tim commented that Carver County works closely with MES <br />regarding dairy feedlots, enhancing enforcement issues efficiently, and bringing the <br />education efforts upfront. <br />Minnesota Association of Soil and Water Conservation Districts (MASWCD) - LeAnn <br />Buck stated that MASWCD is patiently awaiting the legislative outcomes. She thanked <br />various agencies for the information provided to SWCDs on legislative issues. NACD <br />
