Motion carried. <br />Permit 01-22; O~den/Winthrop Sanitary Sewer - St Paul <br />Bob Johnson asked if this project is also addressing the erosion and stormwater drainage issues in this <br />area. Brad Lindaman explained. that discussions were held with St. Paul on this issue, but that the <br />drainage problems could not be included in the sewer project. <br />Motion.: Paul Ellefson moved, Roger Lake seconded, to approve Permit #O1-22. Motion carried. <br />Permit 01-23: Woodbury Senior High School Site Improvements -Woodbury <br />Motion: Jack Frost moved, Roger Lake seconded, to approve Permit #01-23. Motion carried. <br />Permit 01-24: Wells Fargo Bank - St Paul <br />At last month's meeting, the Board directed staff to research the data used to develop the hydrologic <br />model for the Beltline. This information is needed before considering the adoption of a policy to require <br />District approval of storm sewer designs to avoid overtaxing the system. On July 11, Brad Lindaman <br />will present the modeling information on how new developments may affect the flow rates and <br />quantities entering the Beltline. <br />Since last month, staff have addressed permit sites along the Beltline on a case-by-case basis, continuing <br />to encourage developers to design alternative stormwater systems. Cliff also suggested that the <br />applicant in this case could work with the owner of an adjacent open parcel to design a collaborative <br />stormwater facility. <br />Motion: Paul Ellefson moved to delete Special Provision No. 4, which requires that all inflows to the <br />Beltline system shall not be increased over that .which currently exists, and to approve Permit #O1-24 as <br />amended. The motion failed for lack of a second to the motion.. <br />Motion: Roger Lake moved to approve Permit #O1-24 as recommended; however, the applicant shall <br />have the option to postpone grading until after July 11 to determine if the staff report indicates no <br />negative impact on the system, at which time the Board may choose to rescind Special Provision No. 4. <br />Bob Johnson seconded the motion. Motion carried. <br />Permit 01-25: Kindercare -Oakdale <br />The application includes a wetland buffer variance request. . <br />Motion: Bob Johnson moved, Paul Ellefson seconded, to approve Permit #01-25 and variance. Motion <br />carried. <br />Permit 01-26: Gladstone West Neighborhood Street Improvements Maplewood <br />The City of Maplewood plans to install rain gardens as part of the project, and they are requesting a <br />variance from the District's 2-foot freeboard requirement between the 100-year flood level and the low <br />floor elevation of the surrounding homes. <br />Motion: Paul Ellefson moved, Bob Johnson seconded, to approve Permit #O1-26 and variance. Motion <br />carried. <br />5.
