BSR Meeting Minutes <br />July 25, 2001 <br />Page Two <br />Chair Coe called the meeting to order at 9:00 a.m. He introduced Debbie Anderson <br />taking minutes today for Mary Jo Anderson, and Doug Thomas reporting for Ron <br />Harnack who was out with a back injury. <br />** Adopt Agenda -Moved by Jerome Deal, seconded by Victor Ormsby, to accept the <br />01-51 agenda as presented. Motion passed on a voice vote. <br />~'`~ Minutes of June 27, 2001 -Moved by Jack Frost, seconded by Darrell Bruggman, to <br />01-52 approve the minutes of June 27, 2001 as circulated. Motion passed on a voice vote. <br />Reports <br />Chair's Report -Chair Coe reported that the EQB did not meet last month. Chair Coe <br />attended the NACD North Central Region Meeting on July 16th in Bloomington. <br />Executive Director's Report -Doug Thomas reported on behalf of Ron Harnack and said <br />that Ron Harnack has a back injury, is at home, answering his phone and e-mail if you <br />need to correspond with him. Doug reported that LCMR met yesterday and they are <br />doing one of their summer tours today. This afternoon at 1:00 p.m. they will be visiting <br />three sites that were funded through LCMR money and funneled through the local water <br />planning challenge grant program. This past year, the LCMR bill funded two of our <br />projects, the Continuation of the Soil Survey Update in southeastern Minnesota, which <br />was funded $500,000. That is actually half of what was needed to finish southeast and <br />begin updating five counties in southwestern Minnesota. Senator Vickerman from the <br />southwest is supporting this issue, so we are hopeful that we will be able to keep this <br />program. We also received an additional $1.3 million for local water planning challenge <br />grants which actually this Board acted on in June, in anticipation of the bill being <br />passed. Later this summer, LCMR will be having a planning retreat that will be held in <br />northern Minnesota at Lake Itasca. They will start to set their agenda for the next go <br />around for LCMR funding. Applications for funding will start in February of 2002. <br />Doug reported that the Minnesota River Basin Joint Powers Board summer conference <br />will be held August 2-3 in Montevideo. There will be a celebration Thursday evening <br />recognizing those who played an important role in getting the CREP bill funded this <br />session. If you are interested in attending, contact Mary Jo Anderson or Doug Thomas <br />for more details. <br />Doug reported that there is currently a water study being conducted that is looking into <br />how agencies are organized to address water management issues in the state. <br />Representative Wagenius is organizing this study and $75,000 was appropriated to <br />
