BWSR Meeting Minutes <br />August 23, 2001 <br />Page Five <br />FY02 Non-Point Engineering Assistance (NPEA) Grant -Wayne Zellmer presented <br />background information and the proposed FY02 NPEA base grants and recommends <br />*~ approval. Moved by Dwain Otte, seconded by Char Kahfer, to approve the <br />o7-s~ recommended FY02 Non-Point Engineering Assistance Grants. Discussion followed. <br />Motion passed on a voice vote. <br />2002 Farm Bill Conservation Provisions -Doug Thomas acknowledged Karen,Harder, <br />Vic Ormsby, Wayne Edgerton, Sharon Clark, Lee Coe, Char Kahler, Joe Bagnoii, <br />Doug has spreadsheet, if interested in a copy, contact Mary Jo Anderson. Doug <br />presented the draft BWSR position statement on conservation provisions to the 2002 <br />Farm Bill. Doug asked for board members to review this document and share their <br />thoughts and ideas with him. He stated that the Governor's office is in support of this <br />effort. Karst Pilot Project should be included in this draft as well. Doug appreciated the <br />participation in this effort. Congressman Gutnecht will carry this back to Washington. <br />Discussion followed. Doug will incorporate today's comments into this document and <br />bring it before the Board again in September. Wayne Edgerton thanked Chair Coe and <br />Doug for his initiation on the Farm Bill. Chair Coe appreciated Doug's efforts. <br />NEW BUSINESS <br />Soil and Water Conservation District Role in Private Forest Management -Ron Shelito <br />presented a white paper which emphasized the SWCDs role in private forest <br />management. A group of 20 participations put this white paper together; a need does <br />exist for forestry technical assistance staff. Ron clarified that this is an informational <br />item, he encouraged board members to review the white paper and asks for support to <br />meet this need for forest management. Chair Coe stated that BWSR needs to partner <br />with DNR to work with SWCDs on forestry issues. Discussion followed. Wayne <br />Edgerton stated that DNR's is aware of the need, however, DNR is also mandated by <br />law they are the lead agency in the state for forestry, and this effort is closely <br />coordinated. Ron Shelito stated that this need comes from SWCDs and they are willing <br />to work with DNR on this effort. Chair Coe stated that team work can make it happen. <br />Chair Coe thanked Ron for his efforts. <br />Advisory Comments <br />Sandy Hooker, Minnesota Association of Townships (MAT), thanked BWSR for the <br />invitation to the tour in Aitkin County, and to be a part of BWSR efforts. She saw the <br />diversity of the state in driving up here today. <br />Upcoming Meetings <br />• Governor's CREP Tour and Radio Show, September 6-7, New Ulm.
