BWSR Meeting Minutes <br />September 26, 2001 <br />Page Five <br />Jim Anderson, Minnesota Extension Service (MES), reported that Minnesota is the <br />recipient. of funding for two new projects through USDA grants. The lower Mississippi <br />River Basin conservation activities with the Basin Alliance of the lower Mississippi River; <br />and the Minnesota River Basin conservation changing practices regarding water quality. <br />Jim reported that MES is working with Steve Woods and Kevin Lines putting together a <br />survey for RIM participants to evaluate the RIM program. <br />Rod Massey, Pollution Control Agency (PCA), distributed a "Reductions Summary" and <br />presented information on PCA's budget reductions, issues and impacts. Rod stated <br />that most of the reductions have been made, all of the reductions need to be completed <br />by the first of the year. Rod reported that PCA is involved in an investigation of an <br />allegation of a feedlot officer in Rock County. This is a federal investigation; PCA is <br />involved with the civil issues. Chair Coe thanked Rod for the information he presented; <br />this information was requested by Ron Harnack to see how the PCA reductions would <br />impact BWSR. <br />Committee Recommendations <br />Brown's Creek Watershed District Revised Watershed Management Plan -Jack Frost <br />reported that the Metro Subcommittee met on September 11, to review this plan and <br />recommends approval. Jerome Deal stated that a correction is needed on page two of <br />the draft Order. The last sentence should read, "The MPCA did not provide a 45-day <br />*~ comment letter". Moved by Jack Frost, seconded by Karen Harder, to approve the <br />01-65 Brown's Creek Watershed District Revised Watershed Management Plan. Motion <br />passed on a voice vote. <br />Heron Lake Watershed District Revised Watershed Management Plan - JoAnn Coover <br />reported that the Southern Subcommittee met to review the plan and recommends <br />** approval. Moved by Joann Coover, seconded by Victor Ormsby, to approve the Heron <br />o1-ss Lake Watershed District Revised Watershed Management Plan. Motion passed on a <br />voice vote. <br />Upper Minnesota River Watershed District Revised Watershed Management Plan - <br />JoAnn Coover reported that the Southern Subcommittee met to review the plan and <br />recommends approval. It was noted that there was good citizen input in this plan. <br />** Moved by JoAnn Coover, seconded by Sharon Clark, to approve the Upper Minnesota <br />o1-s~ River Watershed District Revised Watershed Management Plan. Motion passed on a <br />voice vote. <br />Chair Coe called for a break in the meeting at 10:05 a.m. The meeting reconvened at <br />10:20 a.m. <br />x <br />
