CALL TO ORDER <br />The meeting was called to order by President Lake at 6:30 p.m. <br />2. APPROVAL OF MINUTES <br />Motion: Moved by Jack Frost, seconded by Bob Johnson, to approve the minutes of October 3, 2001. <br />The motion carried. <br />3. APPROVAL OF AGENDA <br />No changes were made to the agenda as presented. <br />4. PERMIT APPLICATI®NS <br />Permit 01-46• Phoenix Alternative -White Bear Lake <br />The project was started without a permit. Karl Hammers stated that Special Provision 2 should be <br />corrected to refer to construction of an overflow Swale from CB-2. <br />Don Shaffer was present to request a waiver of the following special provisions as proposed by staff: <br />• Special Provision #1 requires storm sewer outlets to be extended to discharge at or below the normal <br />water level of the stormwater detention pond. Mr. Shaffer stated that this storm sewer pipe has <br />already been installed, and he proposed a riprap extension instead. <br />• Special Provision #2 requires an overflow swale to be constructed from CB-2 to the normal water <br />level of the stormwater detention pond. Mr. Shaffer stated that a 100-year storm event will not cause <br />the curb to overflow and believes the use of riprap will be adequate. <br />Brad Lindaman cited District. policy as justification for #l, which is based on past experience that these <br />structures do not provide long term erosion protection. <br />
