Motion: Jack Frost moved, Bob Johnson seconded, to remove Special Provision #2 provided the <br />applicant's calculations are reviewed by staff and found to be reasonable, and to approve Permit #01-46 <br />as amended. Motion carried. <br />Permit 01-47; Bush Avenue Improvements -Maplewood <br />Motion: Jack Frost moved, Paul Ellefson seconded, to approve Permit #O1-47. Motion carried. <br />Monthly Enforcement Report <br />A sediment removal issue is ongoing at the New Century site, Permit #99-05. One enforcement letter <br />was sent by Tracey Galowitz on silt fence repair.. Four notices were issued to address the following <br />violations: remove sediment from wetland (1), sweep streets (2), install rock construction entrance (2), <br />remove sediment from silt fence (1), and repair gully (1). <br />5. PROJECT STATUS REPORTS <br />Kohlman Basin <br />Cliff Aichinger reported that the registered land survey has been. completed for the updated easement <br />across the Country View- Golf Course property, and the Mogrens have agreed to sign the easement once <br />prepared by Tracey Galowitz. <br />Discussion moved to Earl Bancroft's October 26 memo, which is a report on the inspection of the timber <br />weirs that were installed as part of last year's project work at Kohlman Basin. The west weir tends to <br />hold back the water longer and at a higher elevation. Recommendations include adding more riprap <br />filter areas along the easterly weir to help spread out the flow. The westerly weir also needs more <br />riprap, but large clumps of vegetation must first be excavated. Brad felt that this type of maintenance <br />will need to be done annually, and it has been added as Site 11 on the list of 2002 CIB Maintenance sites <br />to be discussed later in the meeting. <br />Battle Creek Channel Cleaning <br />Staff have been investigating low flow problems,in the lower section of Battle Creek Park. Bob <br />Johnson, various staff members, and Ramsey County Parks and Recreation staff have all visited the site, <br />and the following issues were discussed: <br />• The last channel cleaning by the District took place in 1992. Brad stated that the above-ground flow <br />was increased at that time, which is adequate. <br />• Brad submitted a cost estimate of $108,600 for sediment removal from 4800 feet of the channel. <br />The work must be done in January or February of 2002 so that it doesn't disrupt the use of the park. <br />This project has been also been added to the 2002 CIB Maintenance list as Site 12. <br />• The scope of this maintenance project is beyond the capabilities of what Ramsey County crews can <br />provide, due to the fact that too much time had passed since the last cleaning. <br />• Access is difficult, which will require the use of smaller equipment. <br />• Greg Mack stated that if the County were able to take on routine maintenance in the future, the <br />source of the sediment must be found and efforts made to catch it further upstream where it can be <br />easier to manage. <br />• Larry Holmberg stated that there are a lot of upstream storm sewers that carry street sand into this <br />narrow channel., which then fills up quickly. <br />• A sinkhole has developed in the vicinity of a pipe repair job that was done in 1996. <br />• Paul Ellefson felt that staff should develop an overall long term plan to, address future. creek issues. <br />• The District may be able to assist the county with general aesthetic improvements for the park. <br />Staff will work with Ramsey County Parks and Recreation staff to develop an annual maintenance <br />program in order to keep the channel clear. <br />Page 2 November 7, 2001 RWMWD Minutes <br />
