She started last <br />month as the District's new Watershed Education Specialist. She has focused on watershed education <br />for the past eight years and has developed a network of contacts: within the St: Paul school system. <br />6. ADMINISTRATORS REPORT <br />MAWD Annual Meeting, November 29 -December 1 <br />Roger Lake agreed to serve as delegate and as media spokesperson for the District. Bob Johnson agreed <br />to serve as alternate delegate. Paul Ellefson reported on the improved processes that are now in use by <br />the MAWD Policy and Resolution Committee, which he attended last week in Sauk Centre. <br />Shorewood Letter re ag rding Phosphorus-Free Fertilizer Le islation <br />The District received updated correspondence from Woody Love, Mayor of Shorewood, urging support <br />of legislation to be considered during the 2002 session. The legislation has gained broad-based support <br />since Apri14, 2001, when the Board authorized a letter to be sent to bill sponsors as an alternative to <br />supporting the legislation. In addition, the City of Minneapolis passed aphosphorus-free fertilizer <br />ordinance a month ago, and the City of St. Paul is very close to adopting a similar. regulation. <br />Discussion was held on how the circumstances behind. the Board's position at that time have not <br />changed. The Board instructed Cliff to draft an updated letter of response to be considered next month. <br />7. TREASURERS REPORT AND BILL LIST <br />Cliff distributed a corrected budget. allocation sheet. <br />Motion: Jack Frost moved, Roger Lake seconded, to approve the Bill List, and also the Supplemental <br />Bill List for November 7, 2001. Motion carried. <br />8. SPECIAL ORDERS <br />Well Sealing Resolution No. 01-11 <br />Motion: Roger Lake moved, Bob Johnson seconded, to adopt Resolution No. 01-11 to approve cost <br />share funding for six well sealing program applications. Motion carried. <br />Boundary Change Petition and Resolution 01-12 <br />The City of Oakdale has requested a boundary change on behalf of a resident at 2659 Gresham Avenue <br />who desires to combine two parcels (currently split between two watershed districts) into one parcel that <br />lies entirely within our district. The Valley Creek WD has already approved the petition and resolution. <br />Cliff stated that this action more accurately reflects the existing hydrologic boundary of our District. <br />Motion: Jack Frost moved, Bob Johnson seconded, to adopt Resolution 01-12 to authorize the addition <br />of Lot 9, Block 1, Brochmann Acres, to Ramsey-Washington Metro Watershed District jurisdiction. <br />Motion carried. <br />Fiscal Year 2001 Audit Services Agreement <br />Motion: Jack Frost moved, Paul Ellefson seconded, to authorize the execution of an audit agreement <br />with HLB Tautges Redpath to conduct an audit of the District's records for the year ending <br />December 31, 2001, at a cost not to exceed $6,675. Motion carried. <br />9. OTHER BUSINESS <br />Jack Frost reported. that the City of Maplewood rain gardens were prominently featured in a recent <br />monthly edition of the EPA News Notes. <br />Cliff reported that the North St. Paul Urban Ecology Center is going to be mentioned in a biennial report <br />on EPA 319 grant project successes. <br />Page 4 November 7, 2001 RWMWD Minutes <br />
