CIP Maintenance/Repairs 2001 <br />Motion: Roger Lake moved, Bob Johnson seconded, to approve Final Change Order #5 to the CIP <br />MaintenancelRepairs 2001 Project, which represents a $13,082.77 increase in the contract price to install <br />a flap gate at Target Pond, remove sediment at Battle Creek, and. relocate riprap at Lake Phalen. Motion <br />carried. - -. <br />CIP Maintenance/Repairs 2002 <br />The proposed maintenance anal repair projects for 2002 were presented by Brad: <br />Site 1: Owasso Basin Low Flow Pipeline Cleanout - $14,300 <br />Site 2: Gervais Creek Channel Slope Erosion Repair - $46,500 <br />Site 3: Tanners Alum Facility Manhole Cleanout - $3,500 (annual event) <br />Site 4: Tanners Wetland Pipeline Extension - $47,400 (possible cost-share with City of Oakdale) <br />Site 5: Tanners Lake Permeable Weir Filtration Cleanout - $6,000 (Denny's restaurant site) <br />Site 6: Lower Afton Road Drainageway Sediment Excavation - $3,800 <br />Site 7: Fish Creek Sediment Excavation - $11,500 <br />Site 8: BC-28 Water Quality Pond Modification/Grading - $34,000 (includes acquisition of <br />construction easement from Fortis/Hartford) <br />Site 9: Willow Creek Temporary Erosion/Sediment Control - $10,000 <br />Site 10: Sod Farm Riprap Installation - $7,300 (estimate to be adjusted to include erosion repair on <br />both sides of the inlet pipe) <br />Site 11: Kohlman Basin Weir Improvements - $9,400 (discussed previously) <br />Site 12: Battle Creek Energy Dissipater Pumpout/Staff Inspection - $4,000. <br />Site 13: Battle Creek Sediment Removal- $108,600 (new, discussed previously) <br />The cost for Sites 1 - 12 (prior to adding Site 13) were estimated at $337,100. Staff will be looking at <br />scheduling issues to make sure that Site 13 can be included in the same contract. <br />The Board was also advised that the Suburban Avenue pipe repair project will be bid separately but is <br />still considered a maintenance budget item. <br />Owasso Basin Slope Survey and Analysis <br />Discussion was held on the November 7 Barr memo reporting on the results of the investigation. The <br />survey confirmed significant displacement of material on the slope; however, the flood level increased <br />only 0.1 feet, and the slight reduction in water quality treatment effectiveness is insignificant.. Staff does <br />not recommend a full analysis at this time. They do hope to work out a cooperative arrangement with <br />Frattalone Excavating for slope monitoring and sediment removal so that it doesn't get to a point where <br />flood capacity and water quality problems occur. <br />Tanners Alum System WQ Monitoring <br />Jack Frost commented on the excellent presentation made at the Water Resources Conference on the <br />analysis of alum effectiveness. Cliff will share the data with Board members when it is available. <br />Natural Resources Program _ <br />Lake Phalen Restoration: Cliff pointed'out that the current budget status report does not reflect the <br />grants received far this project, and the actual budget balance for this project is only. $2,000 over budget. <br />NRB Educational Pamphlet: The Natural Resources Board plans to use excess 2001 budget funds to <br />produce an educational pamphlet containing basic BMPs that are geared for use by students, <br />Page 3 November 7, 2001 RWMWD Minutes <br />
