BWSR Meeting Minutes <br />October 25, 2001 <br />Page Four <br />** <br />01-77 <br />questions. Dan reported that Minnesota is one of the best in epidemiology in the world. <br />Dan stated that we're in a new era, relationships now exist between epidemiology and <br />criminal investigations. Dan reported that MDH has a legislative initiative relating to <br />bioterrorism. Dan stated that the threat of risk to most community water systems is <br />quite low, surveillance and preparedness are in place. <br />Wayne Edgerton, Department of Natural Resources (DNR), stated that DNR is glad the <br />strike is over. Wayne reported that DNR had a problem with a mailing during the strike <br />which involved the antlerless permit applications, corrections were made and things are <br />moving forward. Wayne reported that DNR produced another CREP informational <br />video on the Dambroten farm; with the exception of the metro area, this video is <br />televised statewide. Wayne reported that a DNR legislative initiative relating to the <br />petition fence law for deer and elk will affect many. DNR will hold meetings with various <br />agencies and organizations regarding the fence law, BWSR will be included in those <br />discussions. <br />CREP Update -Doug Thomas reported that just over 80,000 acres have been enrolled <br />in CREP. The money limit will be reached before the 100,000 acres. Updates are <br />available at the end of every month. Ron Harnack stated that there's interest in an <br />interstate CREP in the Red River Basin. <br />Ron Harnack reported that Craig Johnson, PCA's legislation liaison, is now in the <br />Governor's office. as BWSR's contact. <br />Chair Coe called for a break in the meeting at 10:15 a.m. The meeting reconvened at <br />10:30 a.m. <br />Committee Recommendations <br />Proposed WCA Rules -John Jaschke presented the draft timeline for adoption of <br />amendments to WCA and PW rules. John reported that the Wetland Committee met <br />on October 12 to review details of the proposed rule. John gave an overview of the <br />proposed rules. Discussion followed. Ron Harnack stated that a major state policy <br />change is the exemption listed on page 15 regarding the U.S. Army Corps of Engineers. <br />John will clarify and explain the language in the Sonar. Ron stated that we need to be <br />upfront, identify and clarify in each area that is affected. Moved by Char Kahler, <br />seconded by Jerome Deal, to approve the resolution as presented, that BWSR adopts <br />the proposed Wetland Conservation Act Rules (with any changes as noted to the <br />10/19/01 version and authorizes the executive director to (i) make further changes <br />recommended by the Office of the Revisor of Statutes or the Office of Administrative <br />Hearings, (ii) coordinate rule development and procedures with the parallel Department <br />of natural Resources rule adoption process for Chapter 6115, (iii) correct editing errors, <br />
