BWSR Meeting Minutes <br />December 19, 2001 <br />Page Seven <br />on November 26 regarding Con-Con acres, and trail routes. Three work groups will be <br />established with meetings held in January or February. Wayne reported that DNR met <br />with the Board of Animal Heath regarding chronic wasting disease (CWD). CWD is <br />transmitted through saliva to elk and deer. DNR strongly suggests strict enforcement of <br />import across state lines to reduce susceptibility in Minnesota. Wayne reported that <br />CWD is not in Minnesota and hopefully it won't be here. A plan is being established to <br />review the wild deer population. There is no cure for CWD; all animals in the area are <br />killed. Cases of CWD have been reported in southeastern Wyoming and Colorado. <br />Jim Anderson, Minnesota Extension Service (MES), distributed "MES's Plan for Change <br />Executive Summary" documenting MES's reorganization process that. is underway. Jim <br />stated that eight districts have been reorganized into seven districts. The MES process <br />started before the $1.9 budget deficit, so MES is facing cuts. Jim stated that MES will <br />focus on three arenas of activity: Community Development and Vitality; Land, Food and <br />Environment; and Youth Development and Family Living. Jim stated that student tuition <br />Increased by 13%; however, these funds are off-limits for MES from the University of <br />Minnesota's standpoint. <br />Wayne Anderson, Pollution Control Agency (PCA), distributed "Impacts on MPCA <br />Downsizing Special Report" from last years reduction for the Board's information. <br />Wayne reported that Lisa Thorvig, assistant commissioner, will be the MPCA <br />representative to BWSR starting next month. Wayne stated that there is a need to get <br />the word out regarding feedlot registration.. PCA would like SWCDs and counties to <br />notify producers that the feedlot program is designed to help them, not hurt them. Ron <br />Harnack asked if the feedlot program in on the table as part of the PCA's budget <br />reduction. Wayne said that this possible; however, feedlot permitting issues have <br />deadlines. Ron said we need to understand where everyone is at with the goals and <br />objectives of feedlots. Wayne indicated that there are some permits that have been <br />extended an additional 60 days to complete the review and decision process. <br />Consent Agenda <br />Becker County Request for. Comprehensive Local Water Plan Extension - Marybeth <br />** Block reported that the staff recommend the one. year extension to 2003. Moved by <br />o~-sa Dwain Otte, seconded by JoAnn Coover, to approve the extension of the Becker <br />County Comprehensive Local Water Plan to December 31, 2003. Motion passed on a <br />voice vote. <br />Committee Recommendations <br />Northern Subcommittee <br />Benton County Comprehensive Water Plan Update - Ginny Imholte reported that the <br />northern subcommittee met to review the plan and recommends approval of the Benton <br />
