BWSR Meeting Minutes <br />December 19, 2001 <br />Page Eight <br />County Comprehensive Water Plan Update. The new review format was used for the <br />water plans, which is more efficient. Ginny stated that this plan shows the diversity in <br />** the state. Moved by Ginny Imholte, seconded by Jerome Deal, to approve the Benton <br />o~-ss County Comprehensive Water Plan Update. Motion passed on a voice vote. <br />Kanabec County Comprehensive Water Plan Update -Ginny Imholte reported that the <br />northern subcommittee met to review the plan and recommends approval of the <br />** Kanabec County Comprehensive Water Plan Update. Moved by Ginny Imholte, <br />o~-as seconded by Jerome Deal, to approve the Kanabec County Comprehensive Water Plan <br />Update. Motion passed on a voice vote. <br />Sherburne County Comprehensive Water Plan Update -Ginny Imholte reported that the <br />northern subcommittee met to review the plan and recommends approval of the <br />** Sherburne County Comprehensive Water Plan Update. Moved by Ginny Imholte, <br />o~-s7 seconded by Jerome Deal, to approve the Sherburne County Comprehensive Water <br />Plan Update. Marybeth Block, BWSR water plan coordinator, expressed how <br />impressed she was in reviewing the plans. Motion passed on a voice vote. <br />Chair Coe called for. a break at 10:.52 a.m. The meeting reconvened at 11:10 a.m. <br />Joint VI/ater Planning Committee <br />Water Plan Unification -Ginny Imholte reported that the joint water planning committee <br />met on November 27, the committee meets again today. The development of guiding <br />principles and expectations for the next. generation water plans and looking at the <br />various water planning and implementation authorities in an attempt to make them all <br />more consistent in a role for the committee.. Ron stated that the water planning <br />authorities will probably be a legislative initiative for next year, clarifying roles and <br />relationships. The committee discussion and recommendations will guide this effort. <br />Administrative Advisory Committee <br />NPEA Grants -Ron Harnack stated that the Non-Point Engineering Assistance (NPEA) <br />grant allocation formula for FY01 and FY02 has not changed except that for FY01 some <br />additional revenues were included in the distribution. The Administrative Advisory <br />Committee decided that the reconciling balances with each new grant period, the <br />criteria and allocation is fair and equitable and no change is warranted. The committee <br />** voted unanimously to keep the current allocation formula. Moved by Dwain Otte, <br />o~-ss seconded by Jack Frost., to approve the Administrative Advisory Committee's <br />recommendation. Motion passed on a voice vote. <br />WCA Rule -Ron Harnack reported that the Administrative Advisory Committee <br />recommends, and voted unanimously, to remove the significantly controversial parts of <br />
